PARAGRAPH 141, RESOLUTION 9/75

Please add the following to the Annex to Resolution 9/75:

Guideline 6. Developing countries with persistently weak balance of payments should favour wherever possible and appropriate the consumption of food which can be feasibly produced locally or regionally.

Guideline 7. Access to markets and assurance of supplies must both be progressively improved in order to underpin the dynamic upward trend in the volume of trade in agricultural commodities and agro-based products required for rational international adjustment in agriculture.

Guideline 8. In order to ensure world food security, stability of markets and prices remunerative to producers and fair to consumers, adequate measures should be taken in the field of agricultural commodities, agro-based products and agricultural production requisites.

Guideline 9. Specific trade-oriented policy measures are needed on the part of both importing and exporting countries to ensure a substantial and steady increase in the export earnings of developing countries and the growth and diversification of their agricultural production.

Guideline 10. Transfers to developing countries of resources and technology required for expansion of their production of food and other agricultural commodities need to be increased to an estimated equivalent of at least US$ 5 billion annually during the period 1975-1980 for investment in agricultural production.

Guideline 11. Food and should have a clearly defined role in the transfer of additional resources to developing countries, with commodities and/or financial assistance to ensure a volume of at least 10 million tons of grains as food and per year and adequate quantities of other food commodities, starting in 1975, for as long as considered necessary.

Replace the sentence: "It had made available one million guilders (US$ 3.7 million)."in line 9 of the paragraph, with the following:

"It had made available one million guilders for 1975 and this amount would be considerably increased for 1976 - to ten million guilders (US$ 3.7 million)."
