A. Applications for membership in the organization

430. The Conference had before it applications for membership from Bahamas, Cape Verde, Grenada and Papua New Guinea. These applications had been submitted within the time limit prescribed by Rule XIX GRO. They contained or were supplemented by the formal instrument required under Article II of the Constitution, and were thus fount in order.

431. The Conference proceeded to a secret ballot on the four applications in accordance with Article II-2 of the Constitution and Rule XII-9 GRO. The results of the voting were as follows:

432. The Conference also received during its session an application form Surinam, supplemented by the for-al instrument required under Article II of the Constitution. As these were fount in order, the Conference waived paras 1 and 2 of Rule XIX GRO and proceeded to a secret ballot in accordance with Article II-2 of the Constitution ant Rule XII-9 GRO. The results of the voting were as follows:

C. Appointment of the director-general

435. Following a first harlot between the six candidates, five of them subsequently withdrew Having been advised that, according to the General Rules of the Organization (GRO), it was not possible to proceed to a vote by acclamation, the Conference, after a second ballot, appointed Edouard Saouma to the office of Director-General for a period of six years! from 1 January 1976 until 31 December 1981.

436. Pursuant to Rule XXXV-I(c) GRO, on the recommendation of the General Committee, the Conference adopted the following resolution:

APPOINTMENT OF THE DIRECTOR-GENERAL

THE CONFERENCE,

Acting in accordance with Article VII of the Constitution,

Having proceeded to a secret ballot as laid down in Rule XII of the General Rules of the Organization,

1. Declares that Edouard Saouma is appointed to the office of Director-General, for a period of six years, from 1 January 1976, the term of office expiring on 31 December 1981; and

Having considered the recommendations regarding the conditions of appointment of the Director-General submitted by the General Committee in accordance with Rules X-2(j) and XXXV-1(c) of the General Rules of the Organization,

2. Resolves that the Director-General shall receive a gross annual salary of $74 800 ($44 000 net) per annum, with a poet adjustment rate of $1 760 per annum, payable in accordance with the rules governing salary payments to staff members of the Organization; that in addition he shall receive a representation allowance at the rate of $15 000 net per annum, payable half in United States dollars and half in Italian lire; and that he shall be entitled to all allowances and benefits accruing to staff members under the Staff Regulations; and

3. Further resolves that the terms and conditions of service of the Director-General shall be governed by the relevant provisions of the Staff Regulations subject, however, to the provisions of the contract to be signed by the Chairman of the Conference on behalf of the Organization and by the Director-General elect, in accordance with Rule XXXV-1(c).

D. Appointment of the independent chairman of the council

437. The Conference adopted the following resolution:

APPOINTMENT OF THE INDEPENDENT CHAIRMAN OF THE COUNCIL

THE CONFERENCE,

Having proceeded to a secret ballot, in accordance with the provisions of Rule XII of the General Rules of the Organization,

1. Declares that Gonzalo Buda Hoyos is appointed Independent Chairman of the Council for a period of two years, that is, until the end of the regular cession of the Conference to be held in 1977; and

Having noted the recommendations submitted by the General Committee in conformity with
Rule XXIII of the General Rules of the Organization,

2. Decides that the conditions of appointment, including the allowances attached to the office of the Independent Chairman of the Council, shall be as follows:

(a) An annual allowance of the equivalent of $10 000 to cover representation expenses and secretarial assistance in the Chairman's home station, on the understanding that the Director-General will provide secretarial assistance when the Chairman attends sessions of the Council or Conference; one half of the allowance shall be payable in U.S. dollars, the balance being payable, in whole or in part, in the currency of the home country of the Chairman, or in Italian lire, according to his desire;

(b) A per diem allowance at the rate equivalent to that for the Deputy Director-General, while the Chairman is absent from his home station on Council business, the allowance being reduced to $20.00 per diem while the Chairman is in travel status;

(c) Travel expenses, including the above per diem allowance, shall be defrayed by the Organization, in conformity with its regulations and existing practices, when the 'Chairman attends sessional of the Council, of the Programme and Finance Committees, of the Conference, or when he is invited by the Council or by the Director-General to travel for other purposes.
