AUSTRIA

The foundation of the Food and Agriculture Organization of the United Nations accomplished on 16 October 1945 was an event of great historical significance. In the preamble to the FAO Constitution, the Member Nations expressed their wish to render the production and distribution of foodstuff and other agricultural products more efficient, to Improve the living conditions of the rural population, hence to contribute to the expansion of world economy and to relieve humanity from hunger.

The performances achieved by FAO within the first twenty-five years may be regarded as commendable, contributing largely to the alleviation of misery in many a country.

Austria has always shown great interest in the activity of FAO, trying to support the Organization in achieving its objectives.

More concentrated efforts on behalf of the governments of all countries - developed as well as less developed countries - are absolutely necessary in order to combat the danger of hunger effectively.

Thus, Austria will in future also have an active share in the actions undertaken by FAO within the scope of its possibilities.

In this connexion, I want to refer especially to Austria's cooperation in the implementation of the World Food Programme, to the Freedom from Hunger Campaign, to the International Control of Epizootic Diseases, to the professional training of members from developing countries and to Austria's participation in many other FAO operations.

The future of mankind and the peace in the world will not be secure as long as the basic right of mankind, the right of freedom from hunger has not been realized in the world.

On the occasion of the 25th anniversary of its foundation, I transmit to the Food and Agriculture Organization my best wishes for a successful activity towards the well-being of all the nations and I do express the hope that the cooperation between FAO and Austria will continue to be fruitful in times to come.

La FAO apporte son assistance technique appréciable dans les domaines les plus divers qu'il s'agisse de la lutte contre l'érosion des sols, de l'irrigation, du reboisement; qu'il s'agisse de la nutrition et de la politique alimentaire; qu'il s'agisse enfin de la formation des cadres. Tout en rendant un hommage solonnel à l'action noble et exaltante de votre Organisation tant dans le monde que dans mon pays, Je formule le voeu que les espoirs que des millions d'affamés et de mal nourris y ont placé ne soient pas déçus. En ce Vingt-Cinquième Anniversaire permettez moi de formuler les voeux de bonheur pour vous-même et de prospérité à l'endroit de la FAO.

The 25th anniversary of the Food and Agriculture Organization of the United Nations gives me a welcome opportunity to express to this specialized agency the appreciation of the Federal Government of its excellent work in the past twenty-five years for the benefit of mankind.

The Federal Republic of Germany remembers with gratitude that FAO was the first specialized agency of the United Nations to which it was admitted in 1950.

It gives me much pleasure on this occasion to assure all fellow members that with special regard to the second development decade of the United Nations we shall continue our efforts for a fruitful cooperation within the framework of FAO.

On the occasion of the Twenty-Fifth Anniversary of the Food and Agriculture Organization, of all United Nations Specialized Agencies none has a more important role in the welfare and well being of the peoples of the world than the Food and Agriculture Organization. The FAO may rightly claim the privilege of achieving a new form of revolution, a "green revolution", teaching those who toil in the field to grow two blades of grass where only one grew before, two ears of corn where one grew before. This year's award of the Nobel Peace Prize, while highlighting the contribution of an individual, gives expression to the appreciation of all peoples to the collective effort to grow more food and improve agriculture represented by your Organization. We in Israel have been privileged to make a modest contribution towards the cooperative effort made through the FAO for the benefit of mankind as we in our turn have benefited from the experience of others. On this Twenty-Fifth Anniversary we should dedicate ourselves anew to ensure that hunger, starvation and poverty shall be wiped out from the face of the world. As our prophet Isaiah said: "Is it not this that I require of thee... to share the bread with the hungry".

On the occasion of the General Commemorative Session of the FAO Conference, I would like as Minister of Agriculture of Norway to express my satisfaction that so many nations have found it useful to join the forty-two nations who founded FAO twenty-five years ago, I am proud of the great work done by the Organization both in the regular and the field programmes.

Today conservation of natural resources - an important field of work for FAO for many years - is given high priority by the world community. I feel that the FAO has no little part in the change of attitude to natural resources and the growing understanding of the basic importance of food and agriculture.

During the United Nations' Conference in Hot Springs in 1943, the Norwegian delegation was one of the initiators to have forestry included in the work of FAO, and I am happy to see how well forestry has been integrated into the Organization.

At this Anniversary, I hope that the Organization and its member nations will dedicate themselves to the principle and idea which inspired the pioneers and founders of FAO - both individuals and governments - that of creating freedom from want and hunger for all humanity.

La lutte des peuples pour une vie libre et Indépendante, le développement de plus en plus intense des liens sur des plans divers entre les Etats du monde, les conquêtes de la science et de la technique modernes - source inépuisable du progrès accéléré des nations - créent des grandes prémisses et ressources pour l'accroissement du bien-être des peuples pour l'épanouissement de la civilisation humaine.

L'un des plus ardents problèmes qui attend la solution dans le monde d'aujourd'hui, est le sous-développement. Dans le siècle du progrès matériel, scientifique et culturel le plus intensif, des zones entières de notre planète se trouvent en retard en ce qui concerne les forces de production, le niveau de la civilisation, la consommation, la protection de la santé et l'instruction publique: des centaines de millions d'êtres humains souffrent à cause de la sous-nutrition, manquent des moyens nécessaires pour leur développement culturel et scientifique. Il est nécessaire, à notre avis, qu'on agisse énergiquement pour en finir avec cette situation, liquider le sous-développement, appuyer les efforts dirigés vers le développement et le progrès des Etats en retard - action à laquelle les pays développés sont appelés à apporter leur contribution substantielle.

Le 25ème Anniversaire de l'existence et de l'activité de l'Organisation des Nations Unies pour l'Alimentation et l'Agriculture doit constituer non seulement une occasion de rétrospective et de bilan, mais aussi une vigoureuse impulsion donnée aux actions concertées des Etats Membres, destinées à appuyer les efforts des pays en vole de développement dans le domaine de l'agriculture et de la production agricole, de la coopération entre les nations libres et indépendantes, basée sur l'égalité en droits, dans le domaine des préoccupations de l'Organisation.

La Roumanie participe avec un vif intérêt à l'activité de l'Organisation des Nations Unies pour l'Alimentation et l'Agriculture, à l'élargissement de la coopération internationale et à l'intensification de l'échange d'expérience, entre Etats, destinés à l'élévation du niveau de vie des peuples.
