Appendix 3 - Terms of reference

MR. GEUDER-JILG

1. As a member of the CMT, the Consultant shall be responsible for the following subject:

Agroforestry/Crops

and for the report on this subject to be included in the final national TFAP document in accordance with the terms of reference for the CMT and those set out below.

2. In particular the Consultant shall:

(i) gather available information on the above subject and, in particular, the findings of any recent studies and make an assessment of its role/potential role in national development based on its contribution to Government revenue, employment, trade, foreign exchange earnings, supply of consumer goods, raw materials, agricultural productivity and taking into account environmental considerations;

(ii) assess the type, scale and impact of the existing constraints to the development of this area eg. availability of land, land use/leasing policies, praedial larceny, etc, and make recommendations to overcome such problems;

(iii) pay particular attention to developing innovative approaches to multiple crop farming utilizing the wide range of West Indian fruit tree species, taking into account their potential as fresh fruit and for processing at national or regional level;

(iv) assess the economics of such multiple cropping proposals in terms of costs of: establishment, maintenance and harvesting;

(v) asses the potential market (local, regional and overseas) and advise on the marketing strategies required;

(vi) review existing policies in this field and make any recommendations for their enhancement.

3.

(i) collaborate with the Team Leader (TL) and other team members to ensure the CMT achieves its aims and objectives in accordance with the prescribed schedules;

(ii) collaborate with the TFAP National Coordinator, members of the National Coordinating Committee, multidisciplinary project teams and national counterparts of the GMT, to ensure optimal exchange of information and views;

(iii) assist the TL in any public relations/public education activities that may advance the cause of the TFAP at national and regional level.

4. Assist the TL in any other reasonable task to facilitate the work of the CMT.
