Synopsis (short abstract) Land administration and cadastral systems are playing a crucial global role in safeguarding the security of access to land and natural resources. Information technology systems have become basic elements of these systems everywhere. Introduction of automation to land administration has improved systems’ efficiency, standardisation and accessibility, which in turn have contributed to responsible land governance. Developing country land administrations are, however, often inefficient and poorly st ructured. This results partly from the lack of adapted and flexible software tools to standardise, structure and maintain the cadastre and the land registration. Open-source software bears a promise of a way forward. This booklet, which has been jointly prepared by FAO and FIG, demonstrates through theory and country experiences that open-source software has become a credible alternative to commercial off-the-shelf software in the field of cadastre and land registration systems.

As part of the SIDS Solutions Forum, 30-31 August 2021, FAO collected innovations and creative digital technologies that respond to local problems and challenges. This flyer presents SOLA -- Solutions for Open Land Administration. SOLA is an open-source software for land title registration and cadastral mapping. SOLA software has two major packages. The first one aims at land administration with a registry, state land, and systematic registration. The other is an open community tenure which directly supports data collection from the community, such as land claims and land contracts. The software can be used to map the land through geo-localization.

Open source software offers the promise of improving transparency and reducing the costs of registering tenure rights by using flexible, affordable software tools to standardize and maintain administrative procedures. Open Source software includes SOLA (Solutions for Open Land Administration) and Open Tenure.

European Regional Assessment for the FAO Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources 2010

FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholde rs can use when developing their own policies and actions. Regional consultations on the proposed Voluntary Guidelines are an important part of the process. They bring together regionally representative, multidisciplinary groups to assess regional priorities and issues that should be considered when the Voluntary Guidelines are drafted. The regional consultation for Europe was hosted by the National Agency for Cadastre and Land Registration, Romania, and was opened by Ms Irina Alexe, the Se cretary of State, Ministry of Administration and Interior. The consultation was cosponsored by the National Agency for Cadastre and Land Registration, Romania; GTZ (Gesellschaft für Technische Zusammenarbeit) and BMZ (Ministry for Economic Development), Germany; the World Bank and FAO. It was attended by 91 people from 28 countries and territories of the region who contributed their substantial knowledge and experience of the public sector, private sector, civil society and academia. Regional pa rticipants came from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, Georgia, Germany, Hungary, Italy, Kosovo, Latvia, Lithuania, The Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Netherlands, Norway, Poland, Romania, Serbia, Slovakia, Slovenia, Spain, Switzerland and United Kingdom.
