Synopsis (short abstract) This guidance entitled Integrating Gender Equality and Women’s Empowerment in CSA Programs focuses on a set of agricultural practices to be implemented by small-scale food producers in developing countries. The purpose of this document is to provide agriculture development practitioners and policy makers globally, with guidance, tools and examples of successful integration of gender equality and women’s empowerment (GEWE) into climate smart agriculture (CSA) work, by demonstrating the necessity and benefits of incorporating a GEWE approach in CSA work; and presenting tested strategies for enhancing the engagement of women and particularly vulnerable groups in CSA work. With a view towards accelerating the impacts of country programs, FAO and CARE have partnered to develop this guidance to help policy makers and practitioners meet the ambitious goals of the SDGs and the 2030 Agenda.

    This policy brief is part of a series to present evidence from the strategies and praxis of the UN Joint Programme on Rural Women’s Economic Empowerment (JP RWEE). Based on case studies, experiences and evaluations from the JP RWEE, it draws conclusions and makes recommendations for expanding sustainable development and climate change policies and programmes, particularly for climate-resilient agriculture, that simultaneously advance rural women’s economic empowerment and protect the planet. It aims to enable international, national and local stakeholders to formulate evidence-based policies and practices that build on JP RWEE achievements to date, and also to address challenges and gaps towards the effective promotion of gender equality in a rapidly changing climate.

The engagement of women in fisheries can be seen from different perspectives, from social and political to economic and technical views; all these areas evidence that the role of women has been underestimated. The paper provides information on policy, institutions and planning processes; statistics dimension in gender analysis, specific concerns in the field of fisheries indus tries; and identifies lessons learned as well as opportunities for gender mainstreaming at macro, meso and micro operational levels. It suggests some relevant approaches to continue striving efforts, made over the last decades, upon recognition of women’s crucial role in the society and to promote sustainable and equitable fisheries and aquaculture development.
