    Report of the Expert Consultation on Voluntary Guidelines for Transshipment

    The Expert Consultation on Voluntary Guidelines for Transshipment was held virtually from 11 to 15 October and reconvened on 3 November 2021 to adopt this report. FAO has undertaken an in-depth global study on transshipment which confirmed that a lack of regulation, monitoring and control increases the risk of fish caught through illegal, unreported and unregulated fishing entering the seafood supply chain, undermining sustainable and socially responsible fisheries. The study was published in 2020 and a summary of the findings was presented to the Thirty-fourth Session of COFI in February 2021. COFI welcomed the study and called upon FAO to proceed with developing draft voluntary guidelines for the regulation, monitoring and control of transshipment. It also called upon FAO to convene an Expert Consultation to review the preliminary draft to be prepared by the FAO Secretariat. On the basis of that initial draft, the Expert Consultation elaborated a draft of the voluntary guidelines for transshipment that will be submitted for consideration and review by a Technical Consultation on Voluntary Guidelines for Transshipment to be held from 7 to 11 March 2022.

    The Voluntary Guidelines for Transshipment address the regulation, monitoring and control of transshipment of fish, which have not been previously landed, whether processed or not. They are elaborated to complement and support existing and new efforts and policies recognizing that all available means in accordance with international law and other international instruments, should be used to prevent, deter and eliminate illegal, unreported and unregulated (IUU) fishing and fishing related activities in support of IUU fishing. Les Directives volontaires relatives au transbordement traitent de la réglementation, du suivi et du contrôle du transbordement de poisson qui n'a pas encore été débarqué, qu'il ait été transformé ou non. Elles sont élaborées pour compléter et soutenir les efforts et les politiques existants et à venir, en reconnaissant que tous les moyens disponibles, conformément au droit international et à d'autres instruments internationaux, devraient être utilisés pour prévenir, contrecarrer et éliminer la pêche illicite, non déclarée et non réglementée (INDNR) et les activités connexes qui soutiennent la pêche INDNR. Las Directrices voluntarias para los transbordos abordan la reglamentación, el seguimiento y el control de los transbordos de pescado que no haya sido desembarcado previamente, sea elaborado o no. Se establecen para complementar y respaldar las iniciativas y las políticas existentes y nuevas, pues se reconoce que deberían utilizarse todos los medios disponibles de conformidad con el derecho internacional y otros instrumentos internacionales para prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada (INDNR) y las actividades relacionadas con la pesca en apoyo de la pesca INDNR.
