| Bajo el marco del proyecto de cooperación técnica, TCD Reg. - TCP/COS/0066 “Mercadeo e industrialización de madera proveniente de plantaciones forestales de la melina (Gmelina arborea) y, en menor medida de la teca (Tectona grandis), ambas provenientes de Costa Rica”, este estudio analiza la oportunidad de dirigir productos derivados de estas maderas al mercado doméstico y al mercado internacional. Se tienen en cuenta las limitaciones que condicionan la competitividad del producto en el mercado, el marketing, la localización, el medio ambiente; aspectos de ingenieriles y tecnológicos, así como su análisis financiero. El objetivo principal de este trabajo fue identificar las posibles industrias técnicamente factible y económicamente rentable, para un determinado costo de inversión y teniendo en cuenta la madera disponible y de tal manera de generar productos de mayor valor agregado. | ||

A REVIEW OF THE FOREST REVENUE SYSTEM AND TAXATION OF THE FORESTRY SECTOR IN FIJI | |

| This report presents an analysis of the economics of forest harvesting and processing in Fiji. The analysis has been used to examine the level of economic rent from roundwood production and to comment on the forest revenue system in the country. The results and analysis presented here are based on information collected during a two-week mission to Fiji (from 14-24 October 2003), along with additional information collected from FAO databases and other international sources. The paper was prepared in response to a request from the Government of Fiji to FAO, for assistance with reviewing the forest revenue system in the country. The requirement for this work arose out of the recommendations of a 1989 study of the forestry sector in Fiji. The analysis here addresses three issues raised in that study, namely: the forest revenue system in Fiji; taxation of the forest industry; and the costs and benefits of the forest industry to the national economy. | ||

Economic and financial aspects of leasing state forest land | |

| The Government of South Africa has a major holding of forest land, with a total estate covering 892,000 ha of forest and associated land. Within the state's forest holding there is a wide diversity of forest and land types including: commercial plantations and other afforested land; indigenous forests; legally protected (indigenous) forest areas; and associated bare land. This land is partly owned by the state and partly held on behalf of local communities, some of whom also have existing rights to use the forest land for various purposes. The Government of South Africa is planning to withdraw from direct involvement in the forest sector and is currently considering options to involve the private-sector in the management of this resource. | ||

It describes some general principles that should be applied to the design of any forest revenue system then describes the legal basis for forest charges in Zambia, as set-out in The Forests Act, 1999. | This reports examines the opportunities for new sources of funding to support the Ministry of Water and Forests in Morocco. The report examines the current flows of funds between the forestry sector, local communities and the ministry and shows how the ministry does not receive sufficient revenue to implement its forestry policies and programmes. It also demonstrates how some of the fiscal policies currently in place do little to support sustainable forest management. The report presents a number of suggestions about how current policies might be revised and new sources of funding that might be tried.
