After seven years of strong economic growth, the world’s deepest recession in half a century had a heavy toll on Africa. The global crisis slashed the continent’s average growth rates from about 6% in 2006-08 to 2.5% in 2009, with real per capita GDP growth coming to a near standstill.
Based on the 2010 edition of the African Economic Outlook, this seminar will present ways in which Africa can become more resilient to such external shocks. In particular, it will focus on how the continent can mobilize domestic resources to reduce its dependence on aid and other external flows in order to finance its own development agenda.
About the series
The African Economic Outlook is the annual report on Africa produced jointly by the African Development Bank, the OECD Development Centre and the UN Economic Commission for Africa. It offers a comprehensive overview of the major economic, political and social developments in the region and focuses in depth on a different thematic area each year. In 2010 this topic is “public resource mobilization”.
About the presenters
Federico Bonaglia is a senior policy analyst at the OECD Development Co-operation Directorate. An economist by training, he was previously with the OECD Development Centre where he worked on several policy areas, including aid, trade, private sector development, and agriculture. While on leave between 2008-09, he headed the development and emerging economies unit of the Italian Prime Minister’s G8 Office.
Barfour Osei is Chief Research Economist in the Networking and Research Partnership Division of the Development Research Department of the African Development Bank. He holds a PhD in Economics from the University of Strathclyde, Glasgow, UK. Before joining the Bank, Mr. Osei had accumulated over 20 years professional experience working in universities, research institutions and the public sector of his home country, Ghana.
Mario Pezzini is the Director ad interim of the OECD Development Centre. He has served the OECD in various positions since 1995, including as Head of the Rural Development Programme and as Deputy Director of the Public Governance and Territorial Directorate. Before joining the Organization, Mr. Pezzini was Professor in Industrial Economics at the Ecole Nationale Supérieure des Mines de Paris and held positions in US and Italian Universities. He has been economic advisor for international organizations and think tanks, including ILO, UNIDO, the European Commission and Nomisma.
