Objective:

To enable FAO Subregional Emergency Office for Southern Africa (REOSA) to provide technical, coordination and operational support to governments, partners and FAO Representations and Emergency Rehabilitation and Coordination Units (ERCUs) in the area of food security and agricultural emergency preparedness and risk reduction, as well as emergency rehabilitation and recovery response within the disaster risk reduction (DRR) and management (DRM) framework.

Key partners:

UN agencies, government stakeholders, NGOs and other regional partners, including SADC, FEWS NET and academic institutions.

Beneficiaries reached:

Food-insecure communities, government stakeholders, FAO ERCUs and Representations, RESCA, RIASCO, SADC Regional and National Vulnerability Assessment Committees (RVAC and NVACs), SADC-RVAC-IPC Technical Working Group (TWG) and the regional Food Security and Nutrition Working Group (FSNWG).

Activities implemented:
  • Provided technical and coordination support to strengthen regional and national DRR and emergency response initiatives of government stakeholders, SADC, RIASCO and FAO Country Offices.
  • Documented and advocated FAO-REOSA best practices and lessons learned on DRR and DRM to strengthen food security and agriculture disaster prevention and risk mitigation programming and policy.
  • Updated the Regional Food Security Situation Matrix and presented it to RIASCO.
  • Carried out RVA-IPC TWG training and held Chronic Food Security Classification Phase testing workshops.
  • Assisted in revitalizing the regional FSNWG in 2011.
  • Supported a joint RIASCO mission to northern Namibia to technically support a flood contingency planning and simulation exercise.
  • Assisted in activities outlined in the SADC DRR Strategy and Implementation Plan for 2010-2015.
Impact:
  • Helped prioritize actions in emergency preparedness, response, early recovery and rehabilitation in the region.
  • Improved regional food security information systems.
  • Assisted in strengthening emergency response, as it relates to agriculture and food security.
  • Reinforced FAO’s capacity to create and strengthen synergies for regional multiagency and stakeholder joint food security and DRR activities.
