Enable the environment

Enable the environment

Institutional strengthening and governance of risk and crisis in agricultural sectors

The 4 pillars of FAO's resilience strategy

  1. Enable the environment
  2. Watch to safeguard
  3. Apply risk and vulnerability reduction measures
  4. Prepare and respond

Effective Disaster Risk Reduction (DRR) primarily depends on sustained political commitment and investment by national governments.

FAO helps governments to develop an enabling environment for the management of multiple hazards and risks that put agriculture, nutrition, food security and food safety at risk. This support varies depending on national needs and the ability of countries to manage crises.

Some examples of the assistance provided by FAO include:

  • Supporting appropriate legal and policy frameworks through: ensuring that national legislation on DRR addresses livelihoods and food security; integrating DRR into agricultural and rural development policies or into poverty reduction strategies linked to agriculture, fisheries/aquaculture, forestry and natural resource management;
  • Strengthening institutions through: developing the capacity of ministries to draft and implement national legislation, policies and strategies on DRR for food and nutrition security through technical advice, knowledge transfer, training and the development of tools and services.

For example a herder living in a country where FAO has contributed to creating an enabling environment would have access to services provided by a FAO-trained and Government-supported Community Animal Health Worker (for example in Darfur). This would enable him to have his cattle vaccinated, or treated for animal diseases and pests.
