To strengthen the effectiveness and quality of the Whole of Syria (WoS) response, including all hubs, based on evidence, capacity building and strong coordination within the Food Security and Agriculture Cluster/Sector and across sectors.

Beneficiaries reached:

80 humanitarian organizations, donors and governments participating in the Food Security and Agriculture Cluster/Sector.

Activities implemented:
  • Co-lead the Crop and Food Security Assessment Mission (CFSAM) 2018 with WFP.
  • Supported the Food Security Cluster (FSC) in conducting two household needs analyses, (i) CFSAM Household Assessment and (ii) Food Security and Livelihoods Assessment, surveying 10 080 households in 14 governorates.
  • Convened a technical working group to analyse, validate and integrate needs data to assess the number of people who were food insecure or at risk of food insecurity for the Humanitarian Needs Overview (HNO) 2019.
  • Supported the FSC in assessing the number of people in need of humanitarian assistance for the Mid-year Review of the Humanitarian Response Plan (HRP) 2018.
  • Coordinated monthly FSC meetings across hubs with over 80 partners participating.
  • Maintained the South Syrian Arab Republic coordination platform to strengthen the regional coordination mechanism.
  • FSC helped establish a Cash Based Transfer Working Group.
  • Conducted 11 trainings on various topics including CFSAM food security assessment tools, information management and gender-based violence risk mitigation in food security and livelihood programming, with 150 participants from operational partners.
  • Conducted a capacity assessment of food security information producers and users to strengthen the food security information system.
  • Provided leadership on coordination of food security emergency response, development of contingency and preparedness plans.
  • Improved the accessibility of food security and agriculture information for stakeholders, enhanced response planning and increased the number of partners regularly participating in coordination activities.
  • Strengthened the capacity and coordination of national and sub-national FSC partners, with 79 partners submitting 122 appeals worth USD 1.1 billion.
  • FSC partners implemented interventions that prevented the deterioration of food security, supporting 8 million people in 2018 and 4.1 million in the first quarter of 2019.
  • FSC partners were allocated USD 4.5 million from the Syrian Humanitarian Pooled Funds for agriculture-based livelihood support to cover the most urgent needs for the next 12 months.
