Objective:

To improve the timeliness, relevance and effectiveness of responses in the food security and agriculture sectors through strengthening the capacity of the existing Food Security and Agriculture Cluster (FSAC).

Key partners:

Ministry of Agriculture, Irrigation and Livestock; Afghan National Disaster Management Authority; World Food Programme; and Afghanaid.

Beneficiaries reached:

Member and observer agencies of the FSAC in Afghanistan, working in fields related to food security and agriculture and/or humanitarian response.

Activities implemented:
  • Facilitated FSAC weekly coordination meetings.
  • Established a Disaster Risk Reduction Working Group and Cash-for-Work and Food-for-Work Working Group.
  • Facilitated Early Warning Information Working Group meetings, producing 36 early warning updates.
  • Conducted two nation-wide surveys to assess the food security situation and inform emergency programming for response.
  • Reviewed FSAC partner monthly reports to identify gaps and updated ‘who does what where’ (3W) maps regularly.
  • Carried out the Mid-Year Review of the 2012 Consolidated Appeals Process.
  • Supported the Afghanistan Food Security Technical Team to produce an updated analysis of the food security situation with projections, which fed into the roll-out of an Integrated Food Security Phase Classification map.
  • Produced a first draft of the FSAC action plan for 2013.
  • Developed a pilot food security monitoring system with the Nutrition Cluster.
  • Organized three workshops to raise awareness on a disaster plan development process following the 2011/12 winter season.
  • Conducted a drought response lessons learned exercise from the 2011/12 drought response.
  • Released two FSAC quarterly newsletters, and regularly contributed to the United Nations Office for the Coordination of Humanitarian Affairs monthly humanitarian bulletin.
Impact:
  • Increased Cluster coverage from two to six regions and meeting attendance from 45 to 100 agencies.
  • Increased partner coordination and participation in the FSAC.
  • Strengthened food security situation analysis, thereby improving the decision-making of key stakeholders.
  • Improved FSAC partner access to information, enabling them to better target their programmes, create synergies and avoid overlaps.
