Emergency relief and rehabilitation

Response analysis

The last 10 years has seen improvements in assessments of food and nutrition security needs in various kinds of emergencies. However, the extent to which these improvements have been translated into appropriate responses is unclear. As well as this, the range of interventions introduced in food and nutrition security emergency situations has expanded significantly since the mid 2000s, particularly with the rapid rise of cash transfers.

It is now widely recognised that improvements in the process(es) by which various possible responses are analysed, justified and selected is critical to good humanitarian and development practice in the field of food and nutrition security. Responding to this challenge, FAO has developed a Response Analysis Framework (RAF).

The RAF has been piloted in Somalia and Indonesia. It is both a framework and a process and is designed to be used in a wide range of situations including appeals and strategy development within the IASC humanitarian cluster system as well as for government led planning at district levels. It may be used in conjunction with IPC analysis and also in the development of the FAO Plan of Action (PoA).

The European Commission’s Humanitarian Aid department (ECHO) has been instrumental in supporting the development of RAF so far and continues to support further refinements and development through funding guaranteed until August 2012.
