Guidance on Tenure Related Issues

The BEFS Approach also includes guidance on the prevention and management of risks related to tenure issues in the context of bioenergy development.

This guidance is relevant for:

  • areas considered for agricultural extensification for bioenergy feedstock production;
  • areas where a land transaction may take place in order to produce bioenergy feedstock; and
  • forest concessions.

The tenure‐related guidance is based on the FAO Voluntary Guidelines on Tenure Governance and consists of:

  • Guidance for national / local authorities responsible for tenure systems and for the allocation of tenure rights and related procedures; and
  • Guidance and indicators for investors / operators, on the avoidance, minimization and management of physical and economic displacement.
