
111.2 OFFICE OF ASSISTANT DIRECTOR-GENERAL (ESD)

.211 General
(i) Advises the Director-General on matters of policy or subjects relating to the Department's mandate and activities.
(ii) Ensures the collection, analysis, dissemination of information and the development of policies, strategies and guidelines in the Department's field of competence.
(iii) Ensures consideration, on house wide basis, of problems and related actions carried out by other segments of the Organization. Ensures liaison with FAO Members, UN and specialized agencies.
(iv) Exercises overall management responsibility over all activities in the Department, under all programmes and sources of funds. Ensures general coordination of the work of the Department. Provides central planning budgetary and administrative services including recruitment and personnel management for the Department as a whole.
(v) Ensures the development of coordinated and balanced forward programmes (medium and long-term) in the field of competence of the Department and submits the Department's Programme of Work and Budget proposals to the Director-General.
(vi) Ensures adequate functional relations with a) the Economic and Social Department groups in the regional offices b) officers dealing with the Department's field of activity and assigned to the multidisciplinary teams of sub-regional offices. Provides supervision of programme development and its implementation.
(vii) Guides and supervises the preparation of working papers and reports on the Department's special subjects to Council and Conference and to other FAO and outside bodies.
(viii) Represents the Director-General at conferences and meetings as delegated.
212 Specific activities of the Economic and Social Department
(i) Services, together with the Agriculture Department (AG) , the FAO Committee on Agriculture (COAG) , and ensures the implementation of its deliberations on the Department's activities.
(ii) Provides leadership to the review and analysis of progress in the food and agricultural aspects of the United Nations International Development Strategies for the Development Decades.
(iii) Provides overall guidance to the utilization, development, updating and revision of FAO's global and regional perspective studies.
(iv) Supervises and guides the work involved in monitoring progress toward international agricultural adjustment, following the guidelines set by the FAO Conference.
(v) Supervises the work related to the development of a concept of world food security and its related implications in terms of the programme of work of the Department.
.221 The Unit is responsible for global studies on food and agriculture and for cooperation with and coordination of related work of the UN System on long-term development issues in relation to food and agriculture, including the preparation of FAO contributions to the UN International Development Strategies.
.222 Activities
(i) Carries out global perspective studies in food and agricultural development in cooperation with other technical FAO units; contributes to, and exceptionally undertakes similar studies at regional or country levels; coordinates inter-departmental contributions to such work, and liaises for relevant studies carried out by other organizations within and outside the UN system.
(ii) Represents the Organization in professional meetings and conferences related to the Unit's subject matter.
(iii) Coordinates FAO contributions to the UN International Development Strategies for the UN Development Decade or similar undertakings, including the technical contributions required for the periodic review and appraisal of the strategy.
(iv) Monitors progress in International Agricultural Adjustment, and prepares the relevant progress reports.
(v) Participates in the formulation of FAO's position on policy issues of a global and perspective nature relating to food and agricultural development.
