Development Constraint to be Addressed:
The livestock industry, composed of both small-scale
subsistence farmers and large-scale entrepreneurs, provides the
main source of protein for the population and important incomes
for farmers. However, in the absence of an efficient marketing and
distribution system, livestock growth does not automatically translate
into improved supply, increased revenues and better prices for consumers.
The current national system for livestock data collection cannot
adequately respond to the demand for timely and reliable statistical
information from both private operators for decision-making purposes
and from the central Government for planning purposes. Also, in
view of the forthcoming adherence to the economic and trade agreements
under the ASEAN Free-Trade and Asia Pacific Economic Cooperation
(APEC), planning capacity becomes of importance. The Government
is in the process of restructuring the Ministry of Agriculture and
its statistical organisation. The lack of appropriate methodology
and experience in the collection, analysis and dissemination of
livestock-related data constitutes a constraint in this process
and FAO assistance through the Technical Cooperation Programme (TCP)
is requested.
Development Objective:
The objective of the project is to strengthen national
capacities for the collection, processing, analysis and dissemination
of livestock statistics, and to establish a national livestock statistical
information system, providing a regular flow of livestock production
and distribution statistics for planning and policy purposes and
for addressing the data needs of the private sector.
Immediate Objectives:
- A strengthened capacity in the Directorate-General of Livestock
Services, Ministry of Agriculture and Forestry (MAF) and the Center
for Agricultural Data and Information, MAF, for the collection,
processing, analysis and dissemination of livestock statistics;
- A national livestock statistical information system established,
providing a regular flow of livestock production and distribution
statistics for planning and policy purposes and for addressing
the data needs of the private sector.
