Development Constraints to be Addressed:

During the period of the civil war in the country, vital statistics facilities and documents containing data and information were all lost. Since the cessation of hostilities in 1995 to the present, agricultural data and information have been collected and compiled by various sources, including some UN and donor agencies, international and national Non-Governmental Organizations (NGOs), and Government institutions. However, these data and information are often inconsistent and scanty or incomplete due to the fragmentation of the areas or interventions and due to the different methodologies applied. As such, most of the statistics cannot be considered reliable for effective planning purposes, because they lack sound methodologies and definitions necessary for such purposes. Assistance is, therefore, required for the rehabilitation fo the agriculture statistics system.

Development Objective:

The development objective is to provide reliable and timely statistics on food and agriculture for effective planning and monitoring of the agricultural sector in order that policy and administrative decisions can be supported by objective and realistic criteria and to provide key indicators for food security and poverty alleviation.

Immediate Objective:

The immediate objective of the project is the rehabilitation of the collection, processing and dissemination of agricultural statistics including:

  1. the development of an integrated system of food and agricultural statistics
  2. the development and testing of appropriate methodologies for the collection, processing, analysis and dissemination of food and agricultural statistics
  3. the development of a 'user-friendly' food and agricultural database to include key indicators for food security
    training of national staff
