Development Constraints to be Addressed:
The Government of Tanzania aims to eradicate poverty
by the year 2025. In order to meet this objective, the government
has developed a Master Plan under the Poverty Reduction Strategy
Paper (PRSP) and other important strategies including the Rural
Development Strategy (RDS) and the Agricultural Sector Development
Strategy (ASDS). Their successful implementation will be crucial
to rural development, growth in the agricultural sector and poverty
reduction.
The PRSP Poverty Monitoring Master Plan has programmed
an Agriculture Survey for the year 2003. This survey comprising
two separate activities namely, the Agricultural Sample Survey and
the Large Scale Farms Survey, will be a critical tool to provide
benchmark data on: the state of production, service delivery, constraints
to agricultural development and sustainable resource use for the
implementation of the Agricultural Sector Development Programme
(ASDP). Through the inclusion of a core poverty module, the survey
will also provide data on poverty tracking indicators that can be
linked to different types of agricultural production variables.
The provision of district level data will provide essential baseline
information on the state of agriculture in Tanzania which will be
used in the design of ASDP and district interventions to increase
investment in agriculture as an essential element in the government’s
poverty reduction efforts.
In reviewing the plans, the National Bureau of Statistics
(NBS) has identified the need for further technical assistance in
the data processing, analysis and dissemination of the agricultural
survey. The Office Chief Government Statistician, Zanzibar, (OCGS)
has also identified similar needs. These additional Technical Assistance
needs were also confirmed by, the pre-implementation assessment
mission.
Development Objective:
This technical assistance project
is in support of the agriculture census survey, the purpose of which
is broader based and aims at meeting the information needs of a
wide range of data users for effective planning and implementation
of programmes and projects aiming at reducing rural poverty and
ensuring household food security.
Immediate Objective:
The purpose of the Technical Assistance
project is to provide to NBS, OCSG and Survey Planning Group, the
Technical Support needed for effective and timely implementation
of the data processing, analysis and dissemination of survey results.

The development objective is to provide
reliable and timely statistics on agriculture in order that the
policies and administrative decisions mentionned above can be supported
by objective and realistic criteria and to provide key indicators
for food security and poverty alleviation.
Immediate Objective:
Specifically, the project will assist
the Government in the pre-assessment of the key documentation and
plans to ensure the best implementation for the Agriculture Survey
:
- advise on the survey plan, data collection and long term assistance
;
- advise on the questionnaire and manuals, training, data entry
and analysis.
