Programmes and projects

This Country Programming Framework (CPF) sets out three government priority areas to guide FAO partnership with and support to the Government of Ethiopia - bringing together innovative international best practices and global standards with national and regional expertise during the four - year program period (2022 - 2025). The CPF was prepared following consultations and agreements with the Ministry of Agriculture and Natural Resources, Ministry of Livestock and Fisheries Resources, Ministry of Forestry, Environment and Climate Change.

The support areas of the CPF - Ethiopia are aligned with strategic priorities of UNCDF in Ethiopia, FAO’s Strategic Framework, priorities of the Government of Ethiopia, and lesson learned through implementation of the previous CPF (2016-2021). CPF priorities are established through a series of consultations with concerned stakeholders at all levels.

At national level, FAO’s interventions contribute to addressing relevant priorities in key national development frameworks, including the Growth and Transformational Plan; The Pathway to Prosperity (2021 – 2030); and the Home Growth Economic Reform. The Organization’s programmes and projects are therefore informed by the five-year Country Programming Framework (CPF) for strategic cooperation with the Government of Ethiopia, from 2022 - 2025. 

The CPF has identified four Programme Priority Areas (PPA) for the upcoming four years in Ethiopia:

Priority area 1. Innovation for sustainable agriculture production

Promotion of adopting innovative approaches for sustainable crop, livestock, fisheries/aquaculture, and forestry production systems.

Priority area 2. Nutrition for the most vulnerable and safe food for everyone

Strengthening safe, nutrition-sensitive, and climate-resilient food systems to end hunger, achieve food security, and improve nutrition strengthened.

Priority area 3. Natural resource management and agricultural production system

Enhancing natural resource management and agricultural production system to protect, restore, and promote sustainable use of ecosystems.

Priority area 4: Promotion of inclusive economic growth and reducing inequalities

Inclusive and gender responsive economic growth, livelihoods enhancement, and extreme poverty eradication.

Cross sector issues

FAO priorities some cross-cuttings issues, which include resilience building, climate change, policy analysis, investment support, coordination, and knowledge management.

Resilience Building:

Ethiopia is a focus country for the regional initiative on Building Resilience in Africa’s Dry lands. This initiative aims to strengthen institutional capacity for resilience; support early warning and information management systems; build community level resilience; and respond to emergencies and crises. FAO Ethiopia supports to strengthen early warning, preparedness, disaster mitigation and response capacity at all levels through building early warning capacity of stakeholders on disasters (flood, drought and pest/diseases outbreaks) and information exchange. Disaster Risk Management (DRM) capacity and support to national and regional disaster risk management coordination platforms are strengthened.

FAO promotes disaster risk reduction approaches and best practices through supporting communities through diversified livelihood options, supporting flood protection, prevention and mitigation actions for major affected areas of the country, and support irrigation development for viable and better livelihood options.

Additionally FAO supports to enhance the social protection of vulnerable communities through supporting the effort to promote social protection and agriculture linkage, build capacity of key stakeholders in the implementation of the Social Protection Policy, and provide technical support for effective implementation of the National Productive Safety net Programme (PSNP4) of the government, and link NRM related interventions with social and livelihood protection measures.

Climate change: FAO takes the issue of climate as cross cutting in the design and implementation of its projects and programs with the objective to build capacity of the government towards building a climate-resilient green economy.

Policy analysis: FAO continues supporting the Ethiopian government under Agriculture Sector Policy and Investment Framework (PIF) (2010-2020). The support will include capacity building on policy monitoring and evaluation. FAO will facilitate inclusive policy dialogues and will policy and programming support as requested.

Coordination: FAO promotes coordination, synergy and partnership across all programs to ensure resource leverage for better impact at all levels.

Knowledge Management: FAO promotes knowledge management that will enhance replication and scaling up of best practices at all levels, across all projects/programs.
