Focus of FIRST Policy Assistance Facility in the Priority Countries and Sub-Regional Organization

Afghanistan

FIRST conducts policy-gap analysis in agricultural sub-sectors and supports the establishment of a multi-sectoral coordination structure. FIRST also facilitates evidence-based and inclusive policy dialogue on FNSSA. The launch of the SUN Initiative is also accompanied by FIRST.

Burkina Faso

FIRST focuses on supporting the Secretariat in charge of Coordination of Agricultural Policies in its mandate to ensure intra and inter-ministerial policy dialogue and coordination. FIRST provides technical assistance to the formulation and budgeting of the revised Rural Sector Investment Programme (PNSR2).. FIRST also focuses on the review of the Food Security and Nutrition Policy (PNSAN) and its related action plan and supports the formulation of a results-based monitoring framework for the PNSR2 and the PNSAN.

Cambodia

FIRST focuses on strengthening the capacity of the Council for Agricultural and Rural Development (CARD) in its mandate to coordinate and provide policy guidance in the FNSSA domain, and implement the National Plan of Action for the Zero Hunger Challenge. FIRST provides support to CARD in the formulation of the new National Strategy for Food Security and Nutrition, including mobilization of resources and the integration of FNSSA concerns in the upcoming Master Plan for Agriculture.

Chad

FIRST supports resource mobilization around the National Rural Sector Investment Plan (PNISR, 2016-2020) and focuses on improving governance and coordination for the implementation of the PNISR and the National Policy on Food and Nutrition. FIRST facilitates the setting-up of an inter-ministerial working group that will be in charge of carrying out public expenditure reviews in the FNSSA domain. FIRST supports the formulation of the Framework Law for the Agricultural Sector (Loi d’Orientation du Secteur Agricole) and ensures the integration of resilience and food security and nutrition issues.

Cote d'Ivoire

FIRST supports the formulation of the new National Agricultural Investment Programme (PNIA), ensuring that nutrition is incorporated. The programme contributes to the implementation of PNIA by assisting the Technical Secretariat in charge of managing and monitoring of the investment plan. FIRST is also assisting the revitalization of the Committee in charge of monitoring food security in order to ensure that FSN data is collected on a regular basis to inform decision-making. FIRST also facilitates inter-sectoral policy dialogue and coordination among relevant ministries working in the FNSSA domain.

Cuba

FIRST focuses on identifying key investment areas for sustainable agriculture, food security and nutrition (in social, financial, and environmental terms). It also aims at proposing new policies and programmes to respond to the identified gaps and fulfil the objectives of Cuba's Agri-Food and Forestry Sector Strategic Plan 2030. FIRST also supports the formulation of a Food Security Plan and ensures that the proposed investments and policy analysis take into account nutritional issues.

Djibouti

FIRST supported the integration of FSN concerns into the new Agricultural Investment Programme for Food Security and Nutrition (PNIASAN) and resource mobilization through the preparation of several project proposals in 2016. Support was provided to the formulation of the Resilience Fiche under the 11th European Development Fund (EDF). FIRST facilitated policy dialogue and the coordination on FNSSA within the working group including the Ministries of Agriculture, Health and Decentralization. In 2017, FIRST is focusing on supporting the implementation of the PNIASAN, as well as facilitating policy dialogue and coordination on FNSSA, involving also the Ministry of Environment.

Ethiopia

FIRST provides technical and policy advice for the implementation of the Nutrition-Sensitive Agriculture Strategic Plan (2016-2020). FIRST supports developing capacity building for effective coordination and facilitates a capacity needs assessment to mainstream nutrition within the agriculture sector.

Fiji

FIRST contributes to the review of the current Strategic Plan of the Ministry of Agriculture and supports the development of a new plan with a broader FSN focus and greater inter-ministerial cooperation. FIRST also supports the development of a Crop Strategy through the Fiji Crop and Livestock Council, as well as the formulation of a Food Security and Nutrition Policy and action plan to provide a legislative platform for increased multi-sectoral coordination.

Guatemala

FIRST provides technical assistance to multi-sectoral coordination mechanisms (e.g. SESAN) in support of the implementation of the National Strategy for the Prevention of Chronic Malnutrition (2016-2020). Support is also provided to the implementation of the Family Farming Programme to Strengthen the Peasant Economy (PAFFEC) in order to foster its impact on the food security and nutrition outcomes of vulnerable smallholder families. FIRST moreover promotes increased budgetary allocations to food security and nutrition by supporting planning and budgeting activities in relevant ministries.

Honduras

FIRST supports the revision of the Food Security and Nutrition Policy (PSAN) and Strategy (ESAN) based on the Food Security and Nutrition Law of 2011, which encourages a multi-sectoral and multi-stakeholder approach to FSN. FIRST also supports the elaboration of the National Action Plan for SDG2 in the framework of ESAN 2030. FIRST likewise focuses on strengthening the Food Security and Nutrition System (SINASAN) as a platform for multi-sectoral planning and policy dialogue by supporting its technical coordination unit, UTSAN.

Kenya

FIRST supports the review and formulation of the new Agricultural Sector Development Strategy (ASDS) and the preparation of a National Agricultural Investment Plan (NAIP) that incorporates FNSSA issues. Capacity development is provided to the taskforce and working group in charge of formulating the revised ASDS and NAIP. Technical assistance is also provided to the Joint Agriculture Sector Steering Committee and Interim Secretariat, responsible for coordination within the agriculture sector. FIRST supports the establishment of the Food and Nutrition Security Council to facilitate the implementation of the Food and Nutrition Security Policy.

Kyrgyzstan

FIRST is focusing on the formulation of a comprehensive Rural Development Strategy for 2018-2022 with a view to provide orientation for the future EU budget support programme on Integrated Rural Development. FIRST is also contributing to the preparation of a revised National Food Security and Nutrition Programme for 2018-2022 and supports the establishment of the Secretariat of the FSN Council at the Ministry of Agriculture. FIRST also facilitates inter-ministerial collaboration especially between the Ministries of Agriculture and Economy in support of the implementation of the Concept Policy on the Regional Development.

Lao PDR

FIRST supports the Ministry of Agriculture to improve its contribution to the National Nutrition Strategy and Plan of Action, including the development of a common results and accountability framework for nutrition-sensitive agriculture, and assists the MoA in its engagement in multi-stakeholder coordination mechanisms, primarily with the National Nutrition Committee. At the subnational level, FIRST supports the District and Provincial Agriculture and Forestry Offices in the planning and implementation of nutrition-sensitive agriculture interventions and related monitoring and coordination.

Liberia

FIRST supports the formulation of the strategic framework of the Liberia Agricultural Transformation Agenda and the incorporation of food security, nutrition, and resilience concerns. FIRST also provides assistance to the review and formulation of the new Agricultural Investment Plan . FIRST promotes the establishment of a Food Security and Nutrition Information System (supported by INFORMED) and supports multi-sectoral coordination through the food and nutrition security working group.

Malawi

FIRST primarily focuses on social protection issues. Through improving the targeting of social protection interventions to the extreme poor and mainstreaming nutrition objectives, FIRST will also ensure a link to the agriculture sector. FIRST supports the development of the new Malawi National Social Support Programme, which serves as a framework for five different social protection interventions. FIRST also assists the preparation of a new National Agriculture Investment Plan to ensure that investments made in the sector significantly contributes to address FSN challenges.

Mali

In 2016, FIRST supported the Commission in charge of Food Security (CSA) and led the taskforce in charge of the formulation of the National Food Security and Nutrition Policy (PolNSAN) for 2017-2027 and the related action plan. FIRST facilitated the consultation process at national and regional levels to identify the strategic and focus areas for the new policy, and gather valuable inputs from relevant stakeholders. In 2017, FIRST supports the implementation of the PolNSAN and the formulation of a sectoral programme on sustainable agriculture.

Mozambique

FIRST supports coordination activities of the Secretariat for Food Security and Nutrition (SETSAN) and provides technical assistance for the evaluation of the Food Security and Nutrition Strategy (ESAN II) and the formulation of the new strategy (ESAN III). At the provincial and district level, FIRST supports the implementation of the National Multi-Sectoral Plan of Action for the Reduction of Chronic Malnutrition (PAMRDC) by providing technical assistance and training to provincial and district government staff on the implementation tracking tool for PAMRDC, which is already in place at national level.

Myanmar

FIRST provides support to the government in the development of different tools (including legal and institutional reform, capacity building, and land programmes) to implement the recently adopted National Land Use Policy, ensuring that FSN issues related to land governance are addressed and supporting inclusive policy dialogue across the major stakeholders. FIRST has also engaged in the formulation process of the Agriculture Development Strategy, which now includes a comprehensive set of land reform initiatives.

Niger

FIRST supports the finalization and budgeting of the action plan of the multi-sectoral National Policy for Nutrition Security (PNSN), by coordinating the two teams working on the budgeting of nutrition-specific and nutrition-sensitive interventions. FIRST supports the High Commission of the Initiative 3N (lLes Nigériens nourrissent les Nigériens) to mobilize the resources needed to implement the policy, as well as to facilitate coordination among relevant ministries. Capacity development activities are also planned, mainly targeting the nutrition focal points of the ministries involved,  as well as relevant stakeholders at decentralized level.

Pakistan

FIRST provides technical assistance to the Government of Sindh in implementing the Food Security Policy and the inter-sectoral Nutrition Strategy. FIRST also provides support to the National Food Security Council to make timely and evidence-based decisions, review and operationalize provincial strategies, prepare operational plans and monitoring frameworks, and strengthen FSN data and analysis.

Rwanda

FIRST focuses on identifying high-impact key investment areas (in social, capital, and environmental terms) for inclusive and sustainable agriculture growth to achieve food and nutrition security. FIRST also aims at enhancing capacities of the Ministry of Agriculture and Animal Resources to handle a multi-sectoral dialogue on sustainable agriculture and improving skills in project formulation, design, and appraisal. Likewise, FIRST focuses on mainstreaming FNSSA in sectorial policy and planning documents.

Sierra Leone

FIRST provides policy support for implementing two key initiatives of the Presidential Post Ebola Recovery Programme: (i) Increasing Productivity and Production and (ii) Enhancing Commercialization of Agriculture. FIRST conducts policy analyses and assists the Ministry of Agriculture, Forestry, Food Security (MAFFS) to design new evidence-based food security strategies and agriculture policies and to improve coordination of activities between MAFFS, the SUN secretariat, and the UN Support Group on Nutrition.; Consultation between MAFFS and other ministries/government agencies, the private sector, and other stakeholders is being enhanced. FIRST also assists the capacity development of the Planning, Evaluation, Monitoring and Statistics Division.

Solomon Islands

FIRST supports the revision of the National Extension Policy and the National Rice Policy to integrate FSN concerns. FIRST assists the formulation of a Food and Nutrition Security Policy, and a Food Safety Policy and action plan, to provide a legislative platform for greater multi-sectoral cooperation between Health, Agriculture, and Education Ministries, as well as deepening engagement with key private sector stakeholders. FIRST contributes to evaluate the feasibility of establishing school feeding programmes, and cash-based transfers and local food procurement as part of national post-disaster emergency responses.

Sri Lanka

FIRST supports the development of an overarching National Agricultural Policy incorporating nutrition-sensitive interventions. FIRST seeks to address the fragmentation of the country’s institutional framework by promoting policy dialogue and increased coordination among the various ministries dealing with FNSSA.

Suriname

FIRST focuses on supporting the implementation of the Food and Nutrition Security Policy and Action Plan, as well as promoting inter-sectoral collaboration in programme planning and implementation of actions among all sectors involved FNSSA. FIRST provides support to the Food and Nutrition Security Council and Intergovernmental Commission, and technical and policy advice to specific ministries and government’s parastatals for the development and implementation of FNSSA policies and programmes.

Swaziland

FIRST focuses on the maize value-chain to promote an improved production and marketing system. Support is provided to the formulation of maize production models for commercial and smallholder farmers, and to the development of a marketing business model for the National Maize Corporation, as well as a model for making maize available to the vulnerable at affordable prices.

Timor-Leste

FIRST focuses on providing technical assistance to, and strengthening the role of, the National Council for Food Security, Sovereignty, and Nutrition in Timor-Leste (KONSSANTIL), as the coordinating body established to guide the multi-sectoral response to food and nutrition insecurity. In particular, FIRST focuses on improving coordination and policy dialogue within KONSSANTIL in support of the implementation of the Zero Hunger Challenge and the related National Action Plan, including the 2017 Food and Nutrition Security Policy and National Nutrition Strategy.

Uganda

FIRST focuses on assisting the Ministry of Agriculture, Animal Industry, and Fisheries (MAAIF) in revising and implementing relevant sub-sectoral policies mainly related to fisheries, livestock, and crops. FIRST is also contributing to revising Uganda’s Agricultural Sector Strategic Plan (ASSP) to ensure Malabo commitments are mainstreamed into the ASSP and integrated in the ASSP M&E framework to track their implementation. Support is likewise provided to MAAIF to fast-track the revision and implementation of the updated National Veterinary Drug Policy aimed at improving animal health for better productivity.

Uzbekistan

FIRST provides technical assistance and policy support to the government on the formulation of the Food Security and Nutrition Strategy and the development of a Food and Nutrition Security and Sustainable Agriculture Investment Plan. FIRST also engages in, and contributes to, a cross-sectoral policy dialogue around FNSSA.

Vanuatu

FIRST supports the development of a Food and Nutrition Security Policy, and a Food Safety Policy and action plan to provide a legislative platform for greater multi-sectoral cooperation between the Health, Agriculture, and Education Ministries, as well as engagement with key private sector stakeholders. FIRST further provides assistance to evaluate the feasibility of the use of cash-based transfers and procurement of local food as part of national post-disaster emergency responses. 

West Bank and Gaza Strip

FIRST promotes a holistic and coordinated approach to food security and nutrition within the SDG2 framework by facilitating policy dialogue within the newly established SDG2 Committee, and supporting the formulation of the Food Security and Nutrition Policy. The integration of social protection efforts within the FSN Policy is also promoted. FIRST provides capacity development to establish rural finance services and focuses on consensus building around the importance of producing systematic agricultural statistics.

Economic Community of West African States (ECOWAS)

FIRST provides policy support to ECOWAS for the formulation of the Regional Fisheries and Aquaculture Policy that will explicitly incorporate FSN concerns and will guide the formulation processes of national fisheries and aquaculture programmes and investment plans. FIRST also provides technical and policy advice on fisheries and aquaculture to the ECOWAS Commission for the development and implementation of its policies and programmes. FIRST supports the establishment of a multi-stakeholder coordination platform of relevant actors in the fisheries and aquaculture sector in West Africa.
