Evaluation of FAO’s contribution to rural poverty reduction through Strategic Programme 3


This evaluation assessed the strategic relevance and progress in the implementation of FAO’s new approach to rural poverty reduction at country level. The evaluation found that FAO’s new approach, which besides its long-standing work on smallholder agriculture includes areas such as social protection and decent rural employment, has started to support the formulation of multi-sectoral responses to address rural poverty reduction. Building on the early successes, FAO needs to consolidate the progress achieved to fully demonstrate the efficacy of the new approach. Some recommended actions include undertaking targeted capacity building and systematic poverty analysis in programme design. A tailored resource mobilisation strategy and a deeper engagement with partners would help with the upscaling of work in promising areas. It further recommends an analysis of what practices work best in order to enhance FAO’s contribution to gender equality.
