Evaluation of FAO’s Resilience Sub-programme in Somalia

This evaluation analysed the relevance and progress in building resilience in the first two years by the FAO Somalia resilience sub-programme. It found that agricultural support activities in the areas visited were appreciated, appeared to contribute to enhanced agricultural production, and were of benefit to a large number of women. The cash-for-work activities contributed to household food security with spill over effects on the local economy and communal assets. It recommends that FAO should focus more on the institutional and structural causes that drive and reproduce vulnerability and risk, establish clearer pathways for moving out of vulnerability and into a development pathway and, where possible given ongoing challenges to operations, prioritize initiatives that more strategically intervene at the structural level. It also recommends strengthening partnerships between the collaborating agencies and national stakeholders.
