Desde 1968, cuando fue establecido el servicio de evaluación de la FAO, la Organización ha provisto  consistente asistencia a la evaluación sistemática de sus programas y proyectos, independientemente de la fuente de sus fondos. De esta manera, la evaluación se ha vuelto un elemento regular e integral en el sistema de gestión basada en resultados de la FAO (RBM). Las siguientes son breves descripciones de evaluaciones que en este momento están siendo realizadas por la Oficina de evaluación de la FAO:

Évaluations thématiques et stratégiques

Les évaluations thématiques et stratégiques examinent le travail de l'Organisation au niveau mondial, régional et national, sur une problématique ou un champ d'intervention spécifique. Elles visent à évaluer les contributions de la FAO au niveau stratégique et à assurer l'alignement des programmes sur les objectifs stratégiques que l'Organisation souhaite atteindre.

FAO’s work in Statistics

  • The evaluation will cover the totality of FAO's work on Statistics since 2012. It will assess FAO's effectiveness and relevance in terms of response to national needs and challenges within the areas of FAO's mandate and comparative advantage. The report will be presented at the 128th Session of the Programme Committee in May 2020.

Evaluation de la contribution de la FAO à l’ODD2

Le Bureau de l'évaluation de la FAO travaille actuellement sur l'évaluation de la contribution de la FAO à l'objectif de développement durable No. 2 - "Eliminer la faim, assurer la sécurité alimentaire, améliorer la nutrition et promouvoir l’agriculture durable" (Evaluation de l'ODD2), comme cela a été demandé lors de la 125ème session du Comité du programme de la FAO, qui a également recommandé à la FAO d’intégrer dans le processus les agences des Nations Unies et les partenaires de développement concernés. L’évaluation couvrira la période allant de juin 2012 à décembre 2020 et elle examinera les efforts réalisés par la FAO pour aider à la fois les pays en développement et les pays développés à définir et à atteindre leurs objectifs de l’ODD2. En raison de la nature interconnectée et indissociable du Programme à l’horizon 2030, l’évaluation examinera également les efforts déployés par la FAO pour appuyer les objectifs directement liés à l’ODD2. Évaluations de programmes par pays

Les évaluations de programmes par pays visent à identifier les leçons apprises et à formuler des recommandations sur la manière de mieux orienter les programmes de la FAO au niveau national (* en incluant les groupes de pays ou les territoires ayant des programmes) afin de les adapter aux besoins du pays et de renforcer l'impact des efforts organisationnels en vue des objectifs des membres.

This evaluation assesses the totality of FAO’s cooperation with the Republic of Uganda through the Country Programming Framework (CPF) 2015-2019, including the relevance of its programmes in relation to national needs and challenges, contributions made by FAO to national priorities in the areas of rural and agricultural development and capacity building, and the strategic position of FAO in the country in terms of its comparative advantages, partnerships, and synergies with other development actors. Evaluation of FAO's contributions to Ethiopia

An evaluation of FAO’s country programme in Ethiopia will take place in 2019, as a way to take stock of the results achieved so far, strengthen the relevance and effectiveness of FAO’s interventions in the country, and contribute to the formulation of the next country programming framework for Ethiopia. The evaluation will cover the totality of FAO’s cooperation with Government of Ethiopia over the period 2014-2019. This will be the second Country Programme Evaluation conducted by the FAO Evaluation Office in Ethiopia. The evaluation will be finalised during the second half of 2019. Enhancing Climate Change Resilience in the Benguela Current Fisheries System

This project, "Enhancing Climate Change Resilience in the Benguela Current Fisheries System", is a combined effort by the Benguela Current Commission, the governments of Angola, Namibia and South Africa, FAO and the Global Environment Facility (GEF) to build resilience and reduce the vulnerability to climate variability and change of the marine fisheries and mariculture sectors. This mid-term evaluation will assess the extent to which the project has achieved its purpose to date and verify the actual conditions for its successful completion. The report will be finalised in December 2019.

Regional pests and pesticides management and capacity building of the Comité Permanent Inter-etats de la Lutte contre la Secheresse dans le Sahel (CILSS) Member States (FSP)

Launched in early 2015, the project was an initiative developed by FAO and the Permanent Interstate Committee for Drought Control in the Sahel to improve the management of pests and pesticides and to reduce agricultural losses and pesticide risks to health and the environment in the Sahel and West African States. The mid-term evaluation, covering the period from March 2016 to 2019, will assess the progress of the project, in terms of how the results achieved meet project's objectives and the effectiveness of its implementation. The conclusions and recommendations of this evaluation will contribute to improving the overall project design and implementation strategy for the remaining period of the project. The report will be finalised in December 2019.

Sustainable forest management under the authority of Cameroonian Councils

The project is part of the efforts to decentralize Cameroon's forest management, focusing on the 17 communal forests that had a management plan in place at the time of project design. The mid-term evaluation covers all activities implemented since the launch of the project, from March 2015 to the end of June 2019. The purpose of this evaluation is to assess the progress of the project at mid-term, seeking to support the project team, FAO technical staff, government departments involved and beneficiaries to better appreciate the strengths and weaknesses of the project approach. The report will be finalised in December 2019.

Capacity Development for Agricultural Innovation Systems (CDAIS)

The project was conceived to support the implementation of the action plan of the Tropical Agriculture Platform (TAP), a G20 Initiative on improving the global coherence of capacity development (CD) for agricultural innovation. The evaluation will assess the results achieved by the project throughout its implementation period (January 2015 to April 2019), covering activities that have been implemented in all project components (expected results) and at both the global and national levels. In addition, the evaluation will assess the effectiveness of the project's governance mechanism along with the linkages and/or partnerships between the project and other major in-country and global initiatives. The report will be finalised in December 2019.

Food and Nutrition security Impact, Resilience, Sustainability and Transformation (FIRST)

Food and Nutrition security Impact, Resilience, Sustainability and Transformation (FIRST)

The FIRST Programme is a joint initiative between the EU and FAO, to provide on-demand policy support to selected FAO and EU priority countries and regional bodies (i.e. ECOWAS). The Programme was launched mid-2015 to support governments with strengthening the enabling policy and institutional environment for food security, nutrition and sustainable agriculture. The evaluation aims to inform FAO, the European Commission, and other stakeholders about the programme’s progress and performance towards attaining the expected outputs and outcomes. This evaluation will focus more on assessing the effectiveness, impact as well as the sustainability of achieved results. On a strategic level, the evaluation will inform the evolution of the EU-FAO partnership around food security, nutrition and sustainable agriculture. The report will be finalised in December 2019.

Partnership for Sustainable Rice Systems Development in Sub-Saharan Africa

The project aims to develop sustainable and productive rice systems in Africa to increase food security and enhance sustainable development of the rice food chain among smallholder farmers in the region. The evaluation, covering the period from February 2016 to will document important lessons to identify possible improvements in the design of similar future interventions and will present strategic recommendations in order to, among other purposes, establish project accountability to project stakeholders and contribute to knowledge-building of sustainable rice systems development in Africa through South-South Cooperation. The report will be finalised in December 2019.

The Project will contribute to (EFECT) increasing the production of energy derived from biomass at local, provincial and national levels to ensure society has a growing supply of renewable, clean, reliable and competitive energy. The result of the project's intervention is the increased participation of biomass as a source of energy generation in the provincial and national energy matrix. The evaluation report of this project will be finalised in 2020.

Réduire la vulnérabilité des moyens d?existence agricoles à travers l'approche « Caisses de Résilience » au Sahel

The project aims to improve the food and nutritional security of vulnerable populations in the intervention regions by strengthening the resilience of their livelihoods to climate hazards. On the one hand, the evaluation will provide an objective and critical assessment of the implementation of the project, covering the period from October 2016 to February 2019, in both countries and to report on the main results achieved to the Governments of Burkina Faso and Mali, the Belgian Embassy, FAO. On the other hand, the evaluation will draw lessons from this experience to contribute to the development of the Caisses de Résilience approach in Burkina Faso and Mali as well as at the regional level and to inform future interventions aimed at strengthening the resilience of vulnerable populations to climate change. The report will be finalised in December 2019.

Support to the implementation of the Amazon Ecosystem-based Conservation Vision to the benefit of local communities and the preservation of ecosystem services in the Amazon region

The Project was launched in 2013 with the general objective that, by 2020, the systems of Amazon protected areas will increase the resilience of the ecosystem and improve the maintenance of the provision of goods and services that benefit biodiversity, communities and local economies. The evaluation will consist of an independent assessment of the performance, results and potential impact achieved by the Project, its relevance to beneficiaries, and its alignment with national needs and priorities. It will also document important lessons for possible scaling up, replication or serving for monitoring projects in the region that may use similar approaches or design elements. The report will be finalised in December 2019.

FAO’s strategic response to the crisis affecting Lake Chad

The Lake Chad basin has been a scene of mounting violence and insecurity. The insecurity caused by the actions of Boko Haram affects the poorest areas of the affected countries, further weakening the social conditions as well as the economies of these countries. This evaluation will assess FAO's responses to the crisis at operational level focusing on the efficiency, effectiveness and sustainability of the responses and to assess the relevance and consistency of the regional approach at strategic level through the Regional Strategy for the Lake Chad Basin crisis. It will cover the period 2015-2018 which allows examining FAO's operations before and after the L3-related operational scale-up in Nigeria and the release of the regional strategy. The report will be finalised in December 2019.
