《土地、渔业和森林权属负责任治理志愿准则》提供了权属治理的原则和最佳实践。自《准则》于2012年被采用以来,粮农组织已执行了多个项目,支持运用《准则》改善权属治理。评价发现,通过提高意识和高质量的能力发展干预,粮农组织已赋权多方参与者,他们现在能够影响关于权属的政策辩论。为改善权属治理,可能更需要采取着眼于增强机制和操作框架的干预措施,以及为运用权属机制的地方一级提供具体支持,尽管提高意识和发展能力的工作仍需持续开展。由于资源有限,仔细挑选国家、确保持续性也很重要。评价列出了挑选国家可用的一些标准。
