Priorities related to food value chains and the agri-food sector in the Nationally Determined Contributions (NDCs)

This paper presents a global assessment on how food value chains and the agri-food sector have
been considered in the Nationally Determined Contributions (NDCs). Building on FAO’s global
study of the agriculture sectors in the NDCs, the analysis provides an overview of where value
chain interventions and references have been included and outlines their specific context. In
particular, it takes a closer look at the socio-economic activities that link the agri-food sector with
livelihoods, in the context of national climate change mitigation and adaptation priorities.
The analysis highlights that countries through their NDCs have emphasized the importance of
improving value chain infrastructures and strengthening the agri-food sector as part of their
national priorities for climate action. The prominence of food value chain priorities is particularly
evident in the contributions from Sub-Saharan Africa, the Least Developed Countries and Small
Island Developing States, reflecting the socio-economic and environmental characteristics of
these regions. By outlining the priority areas for the agri-food sector in the NDCs, this paper
provides a guidance on the key interventions where future investment and international support
is needed to enable climate-resilient and low-emission food value chains.
