Mandate/competence
State Service For Food Safety of the Ministry of Agriculture carries out state governance in the fields of food safety, veterinary and phytosanitary. Upon adoption of new Laws "On Food Safety" and "On state control over food safety" and according to the Government Decree N 1147-N of October 8, 2015, the State Service for Food Safety of the Ministry of Agriculture was assigned as the authorized body responsible for state control over food safety and provision of services stipulated by above-mentioned Laws.

The Codex National Committee was established in 2012 with representatives from Ministry of Agriculture, Ministry of Health, Ministry of Economy, consumers’ rights protection NGOs, Academia, representatives from WHO and FAO Armenian offices.

Risk assessment, risk profiles, scientific opinions
Activities regarding risk assessment and analysis in the field of veterinary are carried out according to Order N 352-A of 14 June 2013 of the Head of State Service for Food Safety of the Ministry of Agriculture, which refers to approval of animal health risk assessment methodology in the field of veterinary in the Republic of Armenia and establishment of risk assessment committee. On the basis of the above mentioned Order, risk assessment activities have been carried out for anthrax, brucellosis, foot and mouth disease, etc.

Official Competence
Center carries out laboratory analysis of animal origin raw materials, food and foodstuffs; post vaccination monitoring of diseases of agricultural animals, stores and bears responsibility for the delivery veterinary vaccines and disinfectants, veterinary and other means to the to the organizations providing veterinary services with the scope of the state funded projects. It provides services in all marzes of the Republic, regions and border control points. It has veterinary (divisions of pathology anatomy, microbiology, parasitology, molecular, serology and hematology, toxicology), food safety (divisions of food microbiology, food physicochemistry and toxicology, food parasitology, residues detection, radiology), phytosanitary (divisions of toxicology, plant protection and plants quarantine) laboratories.
Center carries out sanitary-hygienic and anti-epidemic measures for prevention of food-borne diseases and food poisoning; ensures preparedness and rapid response during epidemics, outbreaks, poisoning and other situations, which threaten public health; implements monitoring, analyses, studies of food-borne diseases spread, epidemiology and risk factors, identifies risk groups; within its competence implements functions of reference laboratory, carries out sanitary-hygienic expertise, laboratory testing of environmental factors and provides conclusions. During epidemiological investigation of food-borne diseases, the suspicious food samples are taken from focus and examined in order to reveal the cause. The Center carries out microbiological, pesticides and chemicals investigations.
Laboratory provides a wide range of analyses including spectral, physicochemical, conducts analyses of water, soil, plant, ore, dust and food. It has expertise in analyzing for heavy metals (metalloids), macro components, physical and chemical indices, radioactivity, pesticides, ions, organic compounds, etc.

Surveillance of foodborne diseases and monitoring of food contamination

National surveillance systems – foodborne disease in humans
The following systems are in place according to the Orders of the Minister of Health, according to which each case of food-borne diseases and food poisoning is examined and registered: - System of epidemiological investigation/research of the cases of food-borne infectious diseases jointly with the authorized body in the field of food safety; - Guideline on food-borne infectious diseases, epidemiological surveillance, assessment and management of outbreaks; - "Electronic epidemiological surveillance of infectious diseases “in real time”” sanitary-epidemiological norms and rules; - System of continuous collection and analysis of epidemiological data on food contamination, and forwarding the results on time to the National coordination body responsible for international health; - “Epidemiological surveillance of food poisoning” sanitary-epidemiological norms and rules; - Methodological guide for epidemiological research of food poisoning.
National monitoring systems – foodborne hazards in the food chain
Data are collected on the basis of the results obtained during state control and of the official statements received from other state institutions and international bodies.
