Constitutional provisions

Right to water: No provisions regarding the right to water.

Natural resources: Land and other natural resources shall be utilized and protected in the Russian Federation as the basis of the life and activity of the peoples living on the territories concerned. Land and other natural resources may be subject to private, State, municipal and other forms of ownership (Article 9). Issues of the possession, utilisation and management of land and of subsurface, water and other natural resources, and environmental protection and use of natural resources shall be within the joint jurisdiction of the Russian Federation and constituent entities of the Russian Federation (Article 72).
