Framework Law

Constitutional provisions

Right to water: The Constitution of Somalia explicitly recognizes the right to water. Article 27 sets forth that every person has the right to clean potable water.

Natural resources: The allocation of the natural resources of the Federal Republic of Somalia shall be negotiated by, and agreed upon, by the Federal Government and the Federal Member States in accordance with this Constitution (Art. 44). The Federal Government and Federal Member State governments shall ensure that meetings between the Presidents of the Federal Member States and high ranking officials be held regularly to discuss issues that affect their territories, including water resources (art. 52).
