The Twenty-fifth Session of the Committee on Fisheries (COFI) was held in Rome from 24 to 28 February 2003. Delegates from over 100 FAO Members, as well as observers from the UN, UN bodies and specialized agencies, regional fishery bodies, and other international and international non-governmental organizations attended.

At the Session, the Committee reviewed FAO’s Programmes in the fisheries sector and provided guidance on planned activities for the period 2004-2009 and reviewed preliminary information on Programme of Work and Budget proposals for 2004-2005, as regards Major Programme 2.3 Fisheries. It also appraised the progress made in the implementation of the Code of Conduct for Responsible Fisheries and examined a number of emerging issues of the world fisheries and made recommendations to governments and FAO regional fishery bodies. No formal links exist between COFI and non-FAO regional fisheries bodies, but FAO cooperates regularly with the latter on various matters. In this connection, FAO organized the third meeting of all regional bodies just after the COFI Session to discuss, among other things, the implications of the outcomes of the World Summit on Sustainable Development 2002 for regional fishery bodies , approaches to incorporate ecosystem considerations into fisheries management by regional fishery bodies, to review decisions of the Twenty-fifth Session of COFI relating to regional fishery bodies, and continue discussions on external factors that may impact on the work of regional fishery bodies.
