Abstract: The Act establishes the Great Barrier Reef Marine Park and the Great Barrier Reef Marine Park Authority. The Act is divided into 10 Parts, i.e.: Preliminary (I); Establishment, functions and powers of the Great Barrier Reef Marine Park Authority (II); Constitution and Meetings of the Authority (III); The Great Barrier Reef Consultative Committee (IV); The Great Barrier Reef Marine Park (V); Collection of environmental management charge (VA); Administration (VI); Finance (VII); Compulsory pilotage (VIIA); Miscellaneous (VIII). (2 Schedules: Description of the area [1]; compulsory pilotage area [2]).An Authority by the name of the Great Barrier Reef Marine Park Authority is established under section 6. The Authority shall prepare zoning plans for areas forming part of the Park declared under section 30, pursuant to section 31. Such plans shall be laid before Parliament. Zones shall be used only for permitted purposes. The Authority may also prepare plans of management for one or more areas, species or ecological communities in the Park (sect. 39X). The Governor-General must not make a Proclamation under section 344 of the Environment Protection and Biodiversity Conservation Act 1999 declaring an area in the Great Barrier Reef Region to be a Commonwealth reserve under that Act.
