Abstract: These Measures provide for the protection and reasonable utilization of aquatic germ plasma resources, the strengthening of the administration of selection and breeding of aquatic varieties and the production, operation, import and export of fingerlings, the improvement of the quality of aquatic fingerlings, the maintenance of the legitimate rights and interests of those who produce, deal in and make use of aquatic fingerlings and the promotion of the steady and sound development of aquaculture. The Measures consist of 35 articles divided into 5 Chapters: General provisions (I); Protection of germ plasma resources and selection and breeding of species (II); Production, operation and management (III); Import and export administration (IV); Supplementary provisions (V). Definition for fingerling is specified in article 2. The fishery administrative department of the people’s government at the provincial level shall be responsible for the issuance of licenses for producing aquatic fingerlings of seed stock stations and seed multiplication farms (arts. 11 to 16). The fishery administrative departments shall organize the relevant quality inspection organs to inspect the quality of parents, larvae of fingerling bases within their respective administrative areas and shall reinforce the quarantine of the origins of aquatic fingerlings. The Ministry of Agriculture shall formulate the import directory and the export directory of aquatic fingerlings, and promulgate them on a regular basis. Applications for import or export of aquatic fingerlings shall be submitted (arts. 22 to 28).
