The ability of individual State Agencies to effectively utilize a developed Global Record will vary widely. The Project Team intends to work closely with several blocks of countries to understand the issues that may impede full participation and to develop recommendations as to how those issues might be addressed.

One of the most important cornerstones for effective participation is a fully functioning vessel registration system and an integrated system of licensing which controls access to the fishery. All too often, fishing vessel registers are poorly maintained and the communication and coordination between the government agencies responsible for the various functions is also poor. Access to technology and the internet may also be a barrier.

Given the importance of a comprehensive fishing vessel registration system as a cornerstone to effective fisheries management (including an effective MCS regime), the Project Team intends to use its proposed workshops to better understand the current situation and work with development partners to improve this fundamental building block where necessary
