The development of the Code of Conduct occurred over the same time period as UN Fish Stocks Agreement. The Code closely reinforces the latter’s provisions. This instrument has its roots in the UN Convention on the Law of the Sea and was concluded in the aftermath of the 1992 International Conference on Responsible Fishing and UNCED. The concept of responsible fisheries and the possibility of elaborating guidelines or a code of practice for responsible fisheries was first raised by the 1991 Session of the Committee on Fisheries (COFI). The Compliance Agreement and the Agreement on Port State Measures can be also seen as related binding-instruments which put forward the key principles of the Code.
