Technical Consultation to Identify a Structure and Strategy for the Development and Implementation of the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels

A Technical Consultation is to be held to identify a structure and strategy for the development and implementation of the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels (‘Global Record’).

Based on the recommendations of the Expert Consultation on the Development of a Comprehensive Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels, (held in Rome, Italy from 25 to 28 February 2008) a subsequent programme of work was supported by the Twenty-eighth Session of the FAO Committee on Fisheries (COFI). That programme of work has culminated in a comprehensive Technical Document, identifying options for a structure and strategy for the development and implementation of the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels to be presented to this Technical Consultation for discussion and recommendation. For this purpose and in accordance with the wishes of COFI, the Technical Consultation will have at its disposal, as the basis of its work, this Technical Document.

The outcome sought from the Technical Consultation is a set of recommendations to COFI on a mandate for the ongoing development and implementation of the Global Record, a strategic framework for that development and implementation, and identification of the resources needed for its development, implementation and ongoing operation.

During the Technical Consultation, where appropriate, discussion on the key subject area will be preceded by a brief introductory presentation by a subject matter expert from within the project team. Member States will be invited to consider the relevant issues and options and provide appropriate guidance relevant to the outcome sought.

The Technical Consultation should provide recommendations to COFI on a framework for the ongoing development and implementation of the Global Record covering each of the key subject areas. Those key subject areas include:

  • Scope of the Global Record;
  • Unique Vessel Identifier (UVI) as an essential element of the Global Record;
  • Hosting, management and funding options for the Global Record;
  • Implementation options for the Global Record;
  • Information access protocols;
  • Developing country needs and opportunities; and
  • Legal Issues and whether a future binding instrument is appropriate.
