Purpose of VMS monitoring

  • Monitor compliance with fisheries regulations, including fishing inside Territorial Seas, closed areas and within the EEZ.
  • Validation of catch return information.


Security measures

  • Shipboard: stringent type approval specifications for shipboard equipment
  • Communications: encrypted Internet and X.25
  • Control centre: physical and electronic security measures

Legal framework

  • New Zealand Fisheries (Satellite Vessel Monitoring) Regulations 1993.


Funding strategy

  • Vessel operators fund equipment purchase and installation.
  • New Zealand Ministry of Fisheries funds operational costs from vessel operators, through the Compliance budget and through the application of the VMS Registration Fee of NZ$180 per annum.

Staffing level

  • 2 Full time equivalent (Fisheries Analyst VMS - 1 full time, Fisheries Analyst - 1 half time, Surveillance Operations Analyst - 1 half time).
