China’s VMS programme is comprised of a national programme and several provincial programmes.


Fisheries monitored by VMS

  • Longliners (greater than 100 tons)
  • Purse seiners
  • Squid jigging vessels
  • Saury torch light vessels
  • Fish carriers


Number of vessels monitored by VMS

  • Total: 855
  • Longliners: 616 (including eight less than 100 tons fishing in the Atlantic)
  • Purse seiners: 34
  • Squid jigging vessels: 110
  • Saury torch light vessels: 70
  • Fish carriers: 25


Vessel size range (gross tons)

  • Longliners: 100 – 700
  • Purse seiners: 500 – 2 000
  • Squid jigging vessels: 500 – 1 000
  • Saury torch light vessels: 500 – 1 000
  • Fish carriers: 500 – 3 600


Purpose of monitoring

  • Monitor compliance with fisheries regulations of Taiwan.


Legal framework

  • Fisheries Act of Taiwan.


Funding strategy

  • Shipboard VMS equipment and communication fees are paid by vessel owners. Control centre equipment and operations funded by the government.


Staffing level

  • 6 full time (3 VMS Administrative Officers and 3 VMS Centre Operators).

Anticipated growth

  • To 1 200 vessels over next five years (including longliners under 24 m)
