To enhance the capacities of governments and other stakeholders to adapt and implement FAO’s global normative work including methodologies, guidelines and principles.

Major results

SET-UP AND PLANNING
The subprogramme was declared operational at the global level in December 2019. The design was carried out in close consultation with all seven countries which are ready to start implementation once the individual country-level agreements have been signed. Also, recipient countries and beneficiary groups were identified, and the project task force was established.

FOLLOW-UP ACTIONS AND OPPORTUNITIES
Technical colleagues in coordination with Strategic Programme (SP) 1 team will follow up with countries to ensure that country agreements are signed, and implementation begins as soon as possible.

CHALLENGES AND LESSONS LEARNED
Due to COVID-19, challenges faced are:

  • Reduced activity of administrative entities in countries. Country agreements for 4 out of 6 countries are pending as governments prioritize decisions of importance to Covid-19 (e.g. During lockdown Tunisian Ministry of Agriculture is working on half-time).
  • Travel and movement restrictions (affecting all six countries and HQ) as well as domestic travel restrictions in some countries.
  • Difficulty in turning fieldwork into deskwork considering the subprogramme’s focus on in-country work and given the poor internet connectivity in all focus countries except Tunisia, it will be difficult to replace physical meetings/workshops with virtual ones, or to turn face-to-face training into e-learning. The development of e-learning packages could only be considered for the long run and would require significant shifts in time and resources allocated.

Mitigation of the challenges:

  • Postponement of activities.
  • Focus on work that can be done without physical meetings or travel such as communication with FAORs and lobbying.
