Integrated Land Use Assessment - Phase II
ILUA II was launched in November 2010 and was tasked to develop sound baseline information on forest and tree resources and to continue with the long term forest and land use monitoring system established under ILUA I. Its aim is also to introduce a policy relevant, holistic and integrated approach to forestry resources assessment that addresses all domestic needs of information as well as international reporting requirements, thereby being able to provide data and information on the forest sector to users (both national and international) on timely and regular basis.
While ILUA I generated baseline data, the continuation of ILUA II for four subsequent years from 2010 to 2014 aims to enhance the use and development of data and information towards Sustainable Forest Management (SFM). ILUA II also aims to provide information on trends in forest change through refined methodologies, re-assessed field plots and a four-fold intensification of sampling density in order to report at the sub-national level. It also aims to cover socio-economic related information needs via the Forest Livelihoods and Economic Survey (FLES) in order to better understand the pressures on forest resources and to inform policy interventions which support sustainable forest management. Establishing a monitoring system that captures livelihood needs beyond the forests is critical to designing well-targeted and innovative policy solutions that can support and promote sustainable resource management. The principal objectives of the ILUA II project are to build up forest related land use resource inventories at the sub-national level in Zambia, and support implementation of sustainable forest management (SFM) and REDD through better information, capacity building, dissemination of information, and improved multi-sectoral dialogue.
The continuation of ILUA in Zambia intends to not only strengthen capacity in planning and implementation of SFM but also aims to address in the emerging issue of implementing Reduced Emission from Deforestation and Degradation (REDD+). Therefore, data collection needs in ILUA II encompasses more REDD-pertinent parameters including carbon pools and social safeguards.
