Non-government actors
Traditional leaders and groups such as the Council of Chiefs and various women's groups will be important for building broad community support, as will the Association of Governors, the state legislatures and community-based organizations. There are also several multi-sectoral and multi-agency councils that will help facilitate coordination of activities and intersectoral communication. These are:

The Palau Natural Resource Council (PNRC), an action-oriented group comprising of all the key land management agencies described above that works to coordinate efforts for the wise use and management of land-based resources;

The Urban and Community Forestry Council (U&CF), a local council made up of approximately twelve members from various institutions under a USDA Forest Service program that provides support for urban and community forestry efforts; and,

The National Environmental Protection Council (NEPC), a high-level policy council recently created in 2002 by Executive Order which focuses on planning for better coordination of environmental initiatives within the Republic as well as ensuring that Palau fulfils its obligations under various international environmental agreements and treaties that have been ratified.
