The Project Cycle
By seeking to raise funds for a SFM project you are entering into the Project Cycle, of which the raising of funds is only one component. The full cycle entails:
- Project identificaiton
- Project formulation
(A funding agency may also use the evaluations of a number of projects to review and modify its programme).
To raise funds a project must first be identified (IDENTIFICATION) and formulated (FORMULATION) in order to justify funding (FUNDING).The Project Cycle (Source Project Cycle Management CEC, 1993)
Progressing from one element to another requires deliverables being made by the fund seeker or project implementer and management decisions being made within the funding organization.
Different agencies may use different terminology for components of the project cycle and different methodologies for scoping proposals. Indeed the schema for an Environmental Management System (EMS) for SFM will have a very similar structure but with Policy, Planning, Implementation, Checking and Review as its elements.
Obviously funding is only one element in the project cycle. However, it is the crucial element that may facilitate turning well planned ideas into realities.
