Laws and regulations related to forestry in Liberia

The following includes a list of national and international laws and regulations related to the forestry sector in Liberia. It was compiled by the Environmental Law Institute in partnership with the US Forest Service and Association of Environmental Lawyers of Liberia. In addition, it also includes some other laws related to forestry from the FAO FAOLEX database. The following material is presented for information only and does not express or imply any opinion of LFI partners as to the current status of legislation in Liberia.

Forestry laws, regulations, agreements and related legislation

An act for the conservation of the forests of the Republic of Liberia (Forests Act, 1953). Zip file (502 KB). Supplementary Act (1957). Zip file (1,079 KB). These Acts provide for the establishment of the Bureau of Forest Conservation within the Department of Agriculture and Commerce and describe the basic legal framework for forest and wildlife management in Liberia.

An act creating the Forestry Development Authority (FDA Act, 1976). Zip file (445 KB). Amendment (1988). Zip file (333 KB). These Acts provide for the Forestry Development Authority as a corporate body pursuant to the Public Authorities Law. They give the FDA the power to establish Government Forest Reserves, Native Authority Forest Reserves, Communal Forests and National Parks. Implementation is through regulations and other processes and agreements as set out below.

The Revenue and financial law describes the powers of the FDA with respect to the assessment, collection and use of forest charges. It has recently been superceded by the Executive Order (below).

An act adopting the new national forestry law (2000). Zip file (1,980 KB). Purported new national forestry law (allegedly adopted by the legislature in lieu of 2000 law). Zip file (1,305 KB). The exact status of the new national forestry law is disputed, with differences between the first version (allegedly debated and agreed by the legislature) and the final printed version.

Executive Order No. 1: GOL Forest Sector Reform. This Executive Order adopts the recommendations and report of the Forest Concession Review Committee, promoting transparency, benefit sharing and public participation in forest and natural resource management in Liberia.

An act adopting the national forestry reform law of 2006. This act amends the national forestry law of 2000 and the act creating the Forestry Development Authority.

National forestry policy and implementation strategy. This new forestry policy describes the main directions for forestry development in Liberia over the coming years and updates earlier poilices to take into account the national forestry law of 2006.

Legislation on environmental protection and protected areas

An Act adopting a new Wildlife and National Parks and repealing Chapters 1, 2, 3 and subchapters A and C of Chapter 4 Title 24 of the Natural Resources Law, volume 5 of the Liberian Code of Laws 1956, relating to the conservation of forests, forest reserves, conservation of wildlife and fish resources and national parks. An act adopting the environment protection and management law of the Republic of Liberia (2002). Zip file (3,562 KB).
