The Planted Forests Voluntary Guidelines: Process
Core group meetings to elaborate on the objectives, scope, content, target beneficiaries, partners and process in preparation of a planted forests code were held in Rome, 20 January and 15-16 September, 2005. A multi-stakeholder expert consultation, including Government, private sector (corporate and smallholder) and NGO participants, was held from 15 to 16 December 2005 at FAO Headquarters, to review the first draft.
The second draft of the planted forest code was made available on the FAO Forestry website between March-December, 2006. Extensive dialogue took place through FAO invitations to government forest authorities, private-sector associations, networks of non-governmental organizations and statutory bodies of FAO. The planted forests code was discussed at meetings of the FAO Regional Forestry Commissions, The Forests Dialogue (Gland, 2005, China, 2006), the World Business Council for Sustainable Development (Sustainable Forest Industries Working Group) (Beijing, 2006), the International Council for Forest and Paper Associations (Rome, 2006) and the Advisory Committee for Paper and Wood Products (Rome, 2005 and 2006).
FAO has coordinated the preparatory process, but multi-stakeholder feedback has resulted in a strong sense of ownership among many of the stakeholders that have worked closely with FAO and its partners. However, as the title, planted forests code, caused some conceptual and linguistic difficulties for some countries, it was renamed as the planted forests voluntary guidelines.
The voluntary guidelines have been prepared as a working paper for presentation to the Eighteenth Session of the Committee on Forestry (COFO) in March 2007 for their consideration and appropriate actions. An important consideration will be the necessity to strengthen country capacity to translate the voluntary guidelines into policy, legal, regulatory and institutional frameworks for implementation from national, sub-national to the field levels.Any comments relating to these voluntary guidelines can be sent to Peter.Holmgren@fao.org or Jim.Carle@fao.org
