Sergey Viktorovich Kisilev is in charge of management of current activities of Eurasian Center of Food Security based in the Lomonosov Moscow State University (MSU), monitoring and execution of decisions of the Supervisory Council and the Expert Council of ECFS, ensuring work of the meetings of the Supervisory Council and the Expert Council. Rector of MSU has appointed Sergey Kisilev (Professor, Doctor of Economics) as the director of the Eurasian Center of Food Security.

Sergey Viktorovich Kisilev graduated from the Moscow State University Faculty of Economics in 1976, graduated from the post-graduate studies (MSU Faculty of Economics) in 1979. In 1980 he got his Candidate degree in Economics. Sergey Kisilev worked as an assistant professor in 1992. He holds a Doctor of Economics (1994), he is a Professor of MSU (2003), and was honored with Class II of the Active State Advisor of the Russian Federation (Decree of the President of the Russian Federation No. 303 of 03 March 1999). He has been awarded the following medals: “In honor of the 850th Anniversary of Moscow”, “For services to the All-Russia Agricultural Census 2006”. Sergey Kisilev worked as an academic secretary, Assistant to the First Vice-President and President of the Lenin All-Union Academy of Agricultural Sciences, Assistant to the Deputy Chairman of the State Agriculture Committee of the USSR (1983-1990), Deputy Director of the Agricultural Institute (All-Union Academy of Agricultural Sciences of the Soviet Union – VASKhNIL), All-Russian Institute of Agricultural Research and Informatics (1990-1997), State Secretary, Deputy Minister of Agriculture and Food (1997-2001). Sergey Kisilev has been working at the MSU Faculty of Economics: Assistant Professor of Agricultural Economics (1979-1983), professor, Head of the Department of Agricultural Economics (from 1997).

Educational work: lectures on agriculture and the rural economics, special courses on agriculture, trade policy and WTO (bachelors and masters). Sergey Kiselev has prepared six PhD candidates. Research interests: agricultural policy and economics, state regulations of agriculture, agri-food markets, external food trade, agricultural and commercial aspects of Russia's accession to the WTO. Sergey Kiselev is a member of the Expert Council of the Organizing Committee on preparation and support of the Russian G20 Presidency.
