Karina Levina, Junior Professional Officer (Social Protection) at the FAO Representative Office in the Kyrgyz Republic, is responsible for facilitating policy and programme level activities on nutrition sensitive social protection in the Kyrgyz Republic.
Karina has been supporting design and implementation of the social protection Cash+ pilot in the Kyrgyz Republic, and is now involved in pilot assessments and evidence generation. Karina’s previous work covers rural development, women economic empowerment, climate change adaptation and disaster risk management.
Karina holds MSc in Russian, Central and Eastern European Studies from the University of Glasgow, and MA in European Security Studies from Jagiellonian University.

Одним из инструментов, способных укрепить связь между социальной защитой и сельским хозяйством, является подход «Денежные средства +» (Cash+). Подход «Денежные средства +» направлен на повышение уровня средств к существованию и производственного потенциала уязвимых домохозяйств путем предоставления гибкого сочетания денежных трансферов с производственной деятельностью, ресурсами и активами и / или технической подготовкой и услугами по распространению знаний. Данные подход может применяться как в контексте развития, так и в контексте посткризисного восстановления.
В настоящий момент при финансовой поддержке Российской Федерации ФАО совместно с Министерством труда и социального развития Кыргызской Республики пилотирует данный подход в рамках проекта «Продуктивный социальный контракт / Денежные средства +». В контексте Кыргызской Республики, ФАО дополнила государственное Ежемесячное пособие по малообеспеченности на детей (ЕПМС) производственным «плюсом», который включал средства производства (семена, мелкие сельхоз инструменты – мобильные туннельные парники), сельскохозяйственные тренинги и сопровождение, обучение по вопросам питания, а также наставничество.
One of the tools that can strengthen the link between social protection and agriculture is the Cash+ approach. The Cash+ approach aims to improve the livelihoods and productive potential of vulnerable households by providing a flexible combination of cash transfers with productive activities, resources and assets, and/or technical training and extension services. This approach can be applied both in the context of development and in the context of post-crisis recovery.
Currently, with financial support from the Russian Federation, FAO, together with the Ministry of Labor and Social Development of the Kyrgyz Republic, is piloting this approach in the framework of the project Productive Social Contract / Cash In the context of the Kyrgyz Republic, the FAO supplemented the state monthly benefits to low-income families with children (MBLIFC) with a production “plus” that included the means of production (seeds, small agricultural tools - mobile tunnel greenhouses), agricultural training and maintenance, nutrition training, and mentoring.
