DCRF online platform

The DCRF online platform was built for the official transmission of national fisheries data to GFCM. It provides contracting parties and cooperating non-contracting parties (CPCs) of the GFCM with online tools for the data-entry and submission in line with the requirements of the following GFCM decisions:

  • Recommendation GFCM/41/2017/6 on the submission of data on fishing activities in the GFCM area of application (En - Fr)
  • Recommendation GFCM/40/2016/2 on the progressive implementation of data submission in line with the GFCM Data Collection Reference Framework (En - Fr)
  • Recommendation GFCM/33/2009/5 on the establishment of the GFCM regional fleet register (En - Fr)
  • Recommendation GFCM/33/2009/6 concerning the establishment of a GFCM record of vessels over 15 metres authorized to operate in the GFCM area of application (En - Fr)
  • Recommendation GFCM/30/2006/2 on the establishment of a closed season for the dolphin fish fisheries using Fishing Aggregation Devices (FADs)
  • Recommendation GFCM/36/2012/1 on further measures for the exploitation of red coral in the GFCM area (En - Fr)

Access to the platform and user rights

National Authorities of respective GFCM CPCs are provided credentials by the GFCM Secretariat to access the whole set of online tools for official transmission of national data to GFCM according to the above listed Recommendations, as follows:

  • DCRF.CPC@gfcmonline.org
    User(s) can access all the online reporting tools for data-entry and transmission to GFCM

With a view to facilitating internal coordination, CPCs are also provided with an additional account for data-entry only as follows:

  • DCRF.CPC-data@gfcmonline.org
    User(s) can access all the online reporting tools for data-entry (data-transmission to GFCM is not allowed)

The management of this set of credentials is under the sole responsibility of the relevant national authorities.

WORKING PRACTICES. Although different national users can use these credentials at the same time, working simultaneously on the same data reporting tool (e.g. same data table for the same reference year) is not considered a good practice: it may affect the proper functioning of data-entry and/or reporting procedures.

Structure of the platform

The DCRF online platform mirrors the structure (task and sub tasks) of the DCRF manual,in line with the requirements of relevant GFCM decisions. For further information, the following is available, from a dedicated webpage in English and French, for each data requirement:

  • A link to the pertinent GFCM recommendation;
  • An introduction for each task/subtask;
  • The names and relevant descriptions for the data fields to compile;
  • Codification standards to comply with;
  • The online tools to perform data-entry and transmission to GFCM;
  • Historical data submission records.

An online guide is also available with relevant information on the:

  • use of Excel-based reporting tools for both online and offline data-entry activities;
  • data conformity check features to assists users in identifying data-entry problems (if any) before proceeding with the final data transmission to GFCM;
  • transmission status of national datasets ("A" - No data, "D" - Draft data, "T" - Transmitted data, "V" - Validated data);
  • e-mail notification system for changes in the transmission status;
  • online email archive for national correspondence with the GFCM Secretarariat (accessible by the national DCRF account for data transmission ony).

List of online data reporting tools by GFCM requirements

The following online data reporting tools will be progressively activated on the DCRF online platform according to the GFCM data submission calendar. The active tools already at disposal of CPCs for data submission purposes are highlighted in orange.


IMPORTANT NOTE ON THE USE OF THE ONLINE REPORTING TOOLS

The online reporting tools (excel, word, form, etc.) will be updated, as appropriate in line with GFCM requirements, and put at disposal on the platform. CPCs are invited to always use the latest version of the files and therefore access, every year at the approaching of the submission, the platform and retrieve the most updated version of the reporting tool.

The online data reporting tools are automatically named by the platform with the following criteria:

[YYYY] - [Code of the CPC] - [Number of the Task] - [Number of the Sub-Task]

Example: the file "2016-CPC-TaskIV-2" will be the online tool of CPC to report 2016 data for the subtask "IV.2 - Fishing vessels (LOA > 15m)" under "Task IV - Fishing fleet".
