EXECUTIVE SUMMARY

The Working The Group on Vessel Monitoring Systems (VMS) and related control systems in the GFCM area of application met on 26–27 April 2018 in Beirut, Lebanon. Discussions addressed the ongoing pilot study for a regional VMS and related control systems and the various developments in its operationalization, including issues such as the interoperability of data, the use of technology tailored to the monitoring of small-scale fisheries, the application of AIS and other reliable sources. Specific focus on technical assistance needs at country level for the implementation of regional controls were also tackled. The support of the GFCM Secretariat was requested in several areas, including the exchange of information related to port state measures. Finally, a specific session was devoted to measures adopted by riparian countries in the Black Sea to ensure compliance with the management plan on turbot adopted by the GFCM in 2017.
