The UN General Assembly in its resolution 51/189 of 1996,
among others, calls upon States to take action in the governing bodies of
relevant international organizations and programmes so as to ensure that
these organizations and programmes take the lead in coordinating the
development of the clearing-house mechanism with respect to the
source-categories. The organizations and programmes that have the lead
