Sediment Mobilization


Legal/Institutional framework

 

The management of sediments may involve planning and administrative actions for which governmental institutions and sectoral agencies are responsible. A sound approach for the solution and control of Scenario A includes the establishment of a proper institutional and organizational arrangement capable of elaborating decisions and interventions which take into consideration essential factors such as intersectoral relationships, trade-offs, benefits and alternatives. Suggestions should be provided for the establishment/rearrangement of an adequate institutional and legal framework responsible for the issue. In addition, general indications on possible measures to be adopted should be provided in this section. Below is a list of subjects that might be included in this paragraph:


Assessment of the existing regulatory framework (Is the environmental protection issue taken into consideration in the existing laws?)


Principles to support environmental protection in relation to sediments


Introduction or reinforcement of EIA (guidelines)


Definition of the area to be protected (methodology)


General guidelines for the institutional arrangement (best institutional arrangement to control and monitor sediments)


List of possible policy instruments that can be used in response to the issue


Role and potential support of the international organizations for the control and management of sediments.
