Only recently has environmental policy been seen to play an important role in economic development. That this was not recognized long ago is to be much lamented. But now that the link has been recognized, it is important that it be properly understood. This report analyzes some of the most important linkages. In doing so, it shows that the real linkages can be far more subtle than one might first imagine. Unless policy makers are alert to these subtleties, policies intending either to protect the environment or promote development may fail in these aims.
